Item/Subject: Authorizing Sale of Tax -Acquired Property Located
at 117 Third Street (Tax Map 39, Lot 161)

Title to this property was acquired by the City through a matured
1995 tax lien. The property was formerly owned by Sandra Tsoulas,
wife of George Tsoulas. Kenneth Tsoulas was appointed guardian and
conservator of George Tsoulas. Ken has recently released any
interest that George Tsoulas may have in the property to Ms.
Crawley. Ms. Crawley,a cousin of Sandra Tsoulas who has been
living in the house for11 years, has obtained a commitment from a
bank that once she has clear title she will pay off all outstanding
taxes and assessments in the amount of approximately $5,000.
This Order would authorize the conveyance of the property to Ms.
Crawley subject to the payment of all outstanding assessments
against the property. The Finance Committee has recommended
approval. _

THAT the City Manager is hereby authorized, on behalf
of the 'City of Bangor, to execute a Municipal Quitclaim Deed
conveying tax -acquired property of the City of Bangor located at
117 Third Street (Tax Map 34, bot 161) to Blizabeth Crawley, upon
payment to the City of all outstanding taxes and assessments against
the property. A copy of said deed is attached to this Order.

The CITY OF FAMOUS, a municipal corporation organized and
existing under and by virtue of the laws of the State Of Maine,
located in Bangor, Penobscot County, Maine, as Grantor, for
consideration paid, releases to ELIZABETH CRAWLSY, successor in
interest to George L. Tsoulas, of Bangor, Penobscot County, Maine,
as Grantee, a certain lot or parcel of land with buildings thereon
situated in Bangor, Penobscot County, Maine, more particularly
bounded and described as follows:
Beginning on the northwesterly aide of Third
Street at a point fifty (50) feet southwesterly
from the easterly comer of lot numbered twelve
(12) on Bradley's plan of land on said street,
extended by William. Coombs and recorded in
Penobscot Registry of Deeds, Plan Book 2, page 33;
thence southwesterly on said Third Street
sixty-three (63) feet and eight (8) inches to the
southerly corner of said lot numbered twelve (12);
thence at right angles on the southwesterly line
of said lot numbered twelve (12), one hundred and
fifty-eight (158) feet to the southerly corner of
lot numbered thirteen (13) on said plan; thence at
right angles on the line of said lot numbered
thirteen (13) northeasterly. sixty-five (65) feet
and eleven (11) inches to land conveyed to Connors
by Rogers at al; thence at right angles south-
asterly on said Connote' land one hundred and
fifty-eight (158) feet to said Third Street and
the point begun at. EXCEPTING AND RESERVING a
four -foot strip of land off the southerly aide of
said lot, as conveyed by Orrell E. Perry to John
Nolan, by deed dated December 3, 1895, and
corded in said Registry, Book 633, page 27,
referred to for a more particular description of
said excepted parcel Being the southwesterly
part of said lot numbered twelve (12) and the sme
premises conveyed to Arthur W. Stewart and Sadie
E. Stewart as joint tenants and not as tenants in
common by Bangor Savings Bank, a Maine
corporation, by its deed dated June 17, 1955,
recorded in the Penobscot Registry of Deeds in
Book 1490, pg. 287. The said Arthur W. Stewart
died April 11, 1968, and Sadie E. Stewart, the
Grantor herein, was the surviving joint tenant.
Being the same premises described ina Quit -
Claim Deed from Sadie E. Stewart to Senors
Stewart, dated July 9, 1975 and recorded in said
Penobscot Registry of Deeds in Book 2676, Page
354.
Said Sandra Tsoulas died testate December s, 1991
leaving George L. Tsoulas, her surviving spouse,
s her sole heir at law. Kenneth G. Tsoulas was
appointed Guardian and Conservator of George L.
Tsoulas.
The purpose of this deed is to release to the Grantee any
interest the Grantor may have in the above-described property by
virtue of matured tax liens recorded in the Penobscot Registry of
Deeds in Book 6141, Page 27; Book 6407, Page 339; and Book 6720, Page
232. All public easements or other public interests in the described
premises for roads, sewers, or other purposes are expressly reserved.
The said CITY OF BANGOR has caused this instrument to be
Baled with its corporate seal, and signed in its corporate name by
EDWARD A. BARRETT, City Manager, thereunto duly authorized, this
day of September, 1999.
