On May 5, 1999 bid proposals were received for removal aad disposal of the estimated 3000 tans of tires. Attached is a memorandum from the City Engineer relative to the projected coats associated with each proposal. The attached Council Order approves bid award to Arthur Schofseld, Inc. which submitted the bid proposal which represents the least expensive alternative for these services. The two bids received were as follows: Routhier @ Sons, Inc. 384.50/ton Litrited, Mass. Arthur Schofield. his. 395.49/ton Fairfield, Maine Although the Routhier unit price is about 12% lower Nan Schofield's, differences in processing and disposal methods would impact the total cost to the City. Routhier proposes to remove whole fires from the site for disposal elsewhere, whereas Scholfield proposes to derim and shred onsite. The shred's would be nansported to another location for muse. As you are aware, l have been discussing the differences in processing with D.E.P. I spoke extensively with William Butler at DEP's Bureau of Remediation and Waste Management, who has had extensive experience with the disposal projects. lie indicated that tomage generated by removing whole tires from a sit is generally about 25% higher Nan that resulting from removing shred's only. This is due to water, din, etc. which is included in whole the weights. Mr. Butler also stated that the 25% figure was based on actual tonnage measurement on several DEP supervised tire removal projects. Taking into account the additional weight differential for removing whole tires, we would pay for 25% mom tonnage ifwe selected Sandier to do the work. Although the unit price per ton is lower, the total cost to the City under Scoffer's proposal would end up being approximately 11% higher than under contract with Schofield for removing and disposing of the same number offiress. Accordingly, I recommend that Schofield be awarded the tire removal contract. Both bidders have been informed of my recommendation.
