TWT WHEREAS, Greenway Equipment Sales has proposed to acquire Lot 6 in
theBator Industrial Park to develop a headquarters and warehouse facility for its fern
and lawn equipment and recreational vehicle sales and service business;
NOW THEREFORE BE IT ORDERED BY THE CITY COUNCIL
OF THE CITY OF BANGOR THAT, the City Manager is hereby authorized to execute a
purchase and sale agreement between the City of Bangor and Creenway Equipment Said
for Lot 6 in the Bahr Industrial Park, in a form approved by the City Solicitor or
Assistant City Solicitor, and containing substantially the following tams and conditions
and other such tams and conditions as may be deemed appropriate by the City Solicitor
_ or Assistrnt City Solicitor,
Premises: Lot 6 in the BaMir Industrial Park
Purchase Price: $60,000
Minimum Development: Construction of a building having not less than 9,800
square feet of gross floor area, meeting all City code
requirements.
Additional Terms and Conditions:
a. Site work and building improvements shall continence within one year.
b. Site work and building improvements shall be completed within two years.
c. The area within the onto setback shall be Iarsiscaped and planted with a
minimum of one shrub, evergreen tree, and deciduous tree each 100 feet.
BE IT FURTHER ORDERED, THAT and upon Greenway Equipment Sales
completion of the requi anents of the purchase and sale agreement, dm City Manager is
hereby authorized to execute a deed conveying the property in Greenway Equipment
Sales, with other tams and conditions m may be approved by the City Council
Community and Economic Development Command, in a form approved by the City
Solicitor or Assistant City Solicitor.

Subject: Offer to purchase Lot 6 in the BanAir Industrial Park
Issue
Greenway Equipment Sales has made an offer to purchase Lot 6 in the BanAir
Industrial Park on Outer Hammond St.
Backareund
Greenway Equipment Sales wishes to construct a building on lot 6 for use as the
heatlquarters office and warehouse for their farm and lawn equipment and recreational
vehicle business. The company currently operates in two locations, Bangor and
Ellsworth. Bangor operates as a sales depot and Ellsworth as the company's
headquarters. The proposed project would enable the Bangor location to become the
headquarters transferring administrative offices, inventory, repair facilities and primary
sales functions.
The building is designed to be 9,800 sq. ft. with a paved area for parking and outside
display. There would also be a large secure area for outside storage of inventory.
Greenway Equipment Sales currently has eight employees, four at the Bangor location.
This project would require another employee to be hired for Bangor.
Lot 6 is 3.04 acres with 330' of frontage on Baniair Rd. The Baftir Industrial Park is a
Urban Industrial land use district, and therefore a building of up to 53,038 sq. ft. could
potentially be developed on the lot. However, there are approximately 1.45 acres of
wetlands identified an the lot. A 30' wide drainage and utility easement runs along the

easterly side of the lot. If the wetlands are removed from the total lot acreage, the
remaining lot would be 1.594 acres. The proposed building, 9,800 sq. fl. would be 14%
of the available developable area, slightly under the target minimum building size of
16% of developable area, but within the range of previously accepted building sizes.
The asking price is $73,200 or $24,100 per acre. The offer is below the asking price
and is made contingent upon financing of the purchase by the City of Bangor.
Greenway Equipment Sales has submitted a listing of the additional costs associated
with the development because of the extensive wetlands on the lot. M. D. Hardy, their
general contractor, has estimated wetlands related costs of about $25,000. Their offer
is based upon the asking price and deducting the additional development costs. The
City Engineer has reviewed the cost estimates and found them to be appropriate and
reasonable for the development of this lot.
The City of Bangor is not represented by a real estate agent in this transaction.
Recommendation
Members of the BanAir Corporation Board of Directors recommend sale "a tot to
Greenway Equipment Sales but at a price higher than that offered. If the offer is
approved it should be with the following terms and conditions:
a. Site work and building improvements shall commence within one (1) year.
Sufficient evidence of proceeding with the "building improvements" is an
approved Land Development Permit, issuance of a Building Construction
Permit and initiation of construction of the building.
Id. Site work and building improvements shall be completed within two (2) years.
c. The building shall have a gross Floor area of not less than 9,800 sq. ff.
d. The area within the from setback must be landscaped and planted with trees
and shrubs as follows: plant units per 100 ft.: one (1) shrub, one (1)
evergreen tee, and one (1) deciduous tree.
Members of Me BanAir Corporation Board of Directors also recommend ff the offer is
accepted that the City of Bangor finance the purchase of the lot under Mums and
conditions to be negotiated.
