Item/Subject Order, Directing City Staff to Take Me Necessary Steps to Close the City Nursing
Facility

This Is the final Chl in the series dealing with the City Numing Facility. This Order would direct staff to take
the necessary steps to dose the Nursing Facility in an appropriate time home which takes into amount the
needs and concerns of cement residents. It also recognizes that certain requirements est which must be met
either under State regulations governing the clearing of such facilities w as are outlined in our collective
bargaining agreement with unlonbed employees and personnel rules and regulatbns covering nonunion
employees.
Given our current understanding, we are required to provide a minimum 30 -day notice W current residents of
our intention M clean the fatuity. I would anticipate that a somewhat longer period might be required to allow
us to work endo patients and Mails families M find alternative care providers. Based on the Information
comedy available, we believe that there is sufficient capedty available wain the local long-term rare fatllttles
to remora@ our residents ever a relatively short peril
Should this alternative be Addres, the HeaIM and Welfare Department would continue to operate from the
facility ave would likely expand the space which they use somewhat. The remaining space would be vacated
and wouN be available for other possible ones. Please also keep in mind that the federal restrictions on the
use of this property remain in a fed until May of 2001. These restrictions require Mat the building be used for
health related operations.
Under this proposal, the City would assume various continuing overread casts estimated to total
appmrhnateiy $300,000. This Includes the I portion of Maine State Retirement System ports ($125,000),
existing card service on IIR building ($81,800), and those posts associated with maintaining are operating the
portions of the building Mich would he left vacant($93,800). TM1ece posIsere all as estima[etl for FY2000
and are subject to change In future years.

WHEREAS, Council Order 97-900 adopted a Continuum of Care Proposal for the City Nursing Facility
which called for adding residential pre beds to the eds9ng beds currently available at the facility: and
WHEREAS, since this Order was adopted, conditions have changed both In the long-term health care
field as well as at the CM Nursing Facility and have required a review of this decision; and
WHEREAS, it Is clear Mat continuetl operation of Me City Nursing Facility will require significant and
on-going s teddlac from Me property owners and tax payers of Me City of Bangor; and
WHEREAS, adequate capacity exists within the area for the placement of current residents in other
facilities which meet or exceed State established standards of are; and
WHEREAS, it is also dear Mat it is Me policy of the State of Maine W rectum Me number of long -teen
nursing care beds in Me State through a reimbursement system which does not cover Me cost of Me
cure provided; and
WHEREAS, it is in Me best interest of Me City of Bangor and It citizens to no longer provide this
service grvon torment occupancy rate, facility subsidy and capital needs, and Me established policies of
the State of Maim.
Now, therefore, R is hereby Ordered by the CIN Council of the City of Bangor, That:
City staff is hereby directed to take all necessary steps to dose Me City Nursing Facility in an
apprgpHaM time frame which takes Into amount the needs and mnmms of current residents, the
requirements of State law and regulations, and Me Pesonocl Rules and Regulations of Me City of
Bangor as well as the applicable collective bargaining agreement
