Responsible Department: City Manager Commentary: This is Me second in the series of Ordersdeafing with Me Pry Nursing Facility. This Order would adopt an alternate to me com i -mum of care proposal that would realge Me bed mix widen the existing foi dMe crent facility. Under this option, 15 to 20 of Me cannot beds would be arranged hcan long real to makential care. The primary advantages of this option are the avokance of the requirement W relocate Heats and Welfare and Me full capital costs asso kind] with renovating this space for a new purpose. As with the full continuum of care pmppcal, it would provide needed residential one bels and a diversification of services and should result in improved occupanry rates. It should, Mwever, be noted that this option will most likely require some additional capiml expenditures w physically separate Me reskenaal core area from the long-term area as requiteed by Sante regulations. As of this wrong, the potential road far such renovaapm have net ton determined. Based on come very preliminary financial analysis, this afternaave may pension better than Me full continuum of rare proposal. We are continuing W refine these projections with the assistance of our consultant, Baker, Newman and Noyes and should have numbers that are hare definitive in the hear future. Finally, there also aenam some other lssces which we are currently investigating. First, we most determine how the all can be divided between bill and residential care uses and whether such a division Is wren possible. Second, we must she evaluate whether a facliry, which Is primarily double room o romency would be suitable and effective for residential cure use. Finally, there may be licensing issue that would have to be resolved with State regulatory agencies. We hope to have better information on those names in the very near future. This shall Include the necessary steps to secure Scale approval for this ahemative, changes requiretl to the physical plant of the faaaty, and proposals for additional funding, lf necessary, for the required capital improvements. The City Solicitor is further directed M undertake the necessary basks to establish a non-proft corporation M manage and operate the facility as well as such contracts or agreements between this corporation and the City which may be necessary to allow for the effective operation of City Nursing.
