This is the first of three capable Orders relating to the City Nursing Facility which appear on the agenda for
first reading and refenal.
This Oder word reaffirm Ne position taken "a Oty Council in Oouncll Order 91 That Order adopted
the cmndnuum of Gre proposal which, as come" configured, would add 21 residential care beds to the
facility in the area currently occupied by the Otis Health and Wei Department. The number of long-tmn
care beds would be reduced! from the arrent 61 to 59 as an element of this proposal.
The intent of this approach is m provide a broader range of cervine at the facility which would complement
each other ant allow patients W move between various levels of care within the facility. At the present time,
CNF offers inch long-term nursing care and acute care Fur patients who need short term service while
undergoing rehabilitation. Unfortunately, the facility does not offer a lower level of cure into which patients
might move as a part of their long-term recovery or from which patients who need a higher le el of care might
inume into other facility services. The overall intent of the proposal, along with pmvlEing for residential bre
lady that appear to be in demand in the community, is u increase the ocapanry rates of the longteitn rare
Inch.
Our analysis shows that Nis proposal should improve the overall Financial performance of the fadlay.

As 1 am sure you are aware, sided heti been waking toward implementing this proposal until last fall when
revised financial projections and a more detailed analysis of the capital costs associated with the current

compelled to bring the revised inmrmation bate m Councll for fuller review bafae proceeding with a plan

Operations Commitee and subsequently the Counal as a whole has been involved in m iaeiy the original
decision and the updated capital and finandal pecomance data which has been developed.
We are new at the point where it is essential that the Council provide clear guidance m staff on the polity
usues rnolved with tie City Nursing Facility. This Oder, as wall as the two which accompany it, are intend to
more Nis process forward.

The City Council hereby reaffirms its acceptance of Ne Continuum of Care Proposal developed by
Baker, Newman, and Noyes and the staff of the Cry Nursing Facility and directs staff W move forward
expeditiously with this proposal. This shall inu ude taking the necessary steps to bring abnut the
relocation of Me Health and Welfare Department changes required to the physical plant of the facility,
and proposals for additional funding, M necessary, for the required capital improvements. The City
Solicitor is further directed to undertake the necessary tasks to establish a non-profit corporation to
manage and operate the fadkity as well as such contracts or agreements between this corporation and
the CM which may be necessary to allow for the effective operation of Oty Nursing.
