Commentary:
This building is required by the General Aviation Division of the Anport m home the emergency
medical helicopter that is affifiatnd with Eastern Maine Healthcare and to provide hangar space for other
General Aviationcustomers. The construction costof$636,T08.00, was negotiated with the low bidder,
Duraform Steel Buildings, Inc. after the redesign of building components, interior fetishes and site work
(see attached memoranda and correspondence for fisther details).
Both the Airport Committee and the Finance Committee recommend approval.

Re: General Aviation Hangar Project
On October 28, 1998, two bids were received for a Knee bay hangar that is required by
the General Aviation Division of the Airport. The hangar was required to house the
emergency medical helicopter Nat is affiliated with Eastern Maine Healthcare and to
provide much needed hanger space for other General Aviation customers. The target cast
for the building, interior fitdeh work and site work was established at approximately
$500,000.00. The low bid, however, came in at $848,069.00 from Dumbarton Steel
Building, Inc. of vane — see attached bid tabulation.
Since the building is much needed by the Airport, Bob Ziegelaar and I met with Luc B.
Deme ofIDnamrm in discuss various options to get the project cost m line with the
available funds, and to make the hangar lease rates viable for the Airport's customers.
After considerable negotiation and the redesign of many building components, interior
finishes and site work, Dumfarm was able to reduce the toW war to $636,778.00, see
attached letters from Ituraform. The revised building design and the cost of the project
was reviewed by the Airport Committee on Maroh 31, 1999 and referred to the Finance
Committees with a recommendation for approval. The contract award most be reviewed
and approved by the City Council, as the total amount of the project exceeds
$100,000.00.

As David Pellegrino will have informed you, the final bid negotiated with the initial low
bidder for the General Aviation fiangar project is $610,623 This includes Wee bays,
each ofwhich is shoulto park glance eommmejet orhelicopter. Theallponcurrently
does tot have any hangar facilities of this kind. Corporate aircraft ere atorednn a spun

One of the bays will be leased to a current airport user for the storage of a helicopter.
There are two potential tenants for the other bays, although an commitments have been
received to data Wbernas there is a shortage of hangar space for smaller general aviation
aircraft AT DIA, h would not be difficult to fill the two uncommitted bays with such
airoreft on ao "vnerim basis. Assuming that, on average, at least two of the three bays can
be leased on a year-round basis, the payback period for the cost ofconstmction will be
less than 15 years. If a net gain in additional generated revenues is included (fuel sales),
this period can be reduced by several more years.
Aside from the financial aspects of this investment, I believe that it is important that the
airport demonsume its commhmeit to the General Aviation maker. As business
activities within the local mmka are expanding the demand for airport facilities of this
type will inmeau. Correctly there are a number Of locally based corporations that lease
con or charter corporate aimed and the airport needs to be able to support such activities
with up-to-date services.
For all of the above mentions I recommend your approval of the proposed project I have
little doubt that this will prove to be a posters decision and one that cannot help but
enhance the appeal ofthe airport and the city in the longer term. Thank you for your
