1. Sewer Abatements: Request for Appeal
Andy explained the denial. Moved by Councilor Sprague, seconded by councilor Faircloth.
Motion carried.
2. Presentation – In-Stream Monitoring
Presentation on instream monitoring.
3. Ordinance Amendment: Chapter 266-Polystyrene
Councilor Nichols moved, Councilor Faircloth seconded.
Ryan Parker with the Natural Resources Council of Maine, and advocacy group from Portland,
Maine was on hand.
Councilor Sprague would be open and wants conversation, but include business community.
Councilor Faircloth would support bag fees being kept by businesses as he understands fees
could only be used for purposes outlined and Bangor should be ahead of Portland. Supportive
of retailers keeping fee and ban on plastic.
Councilor Nichols concurs with Sean that businesses should keep money, would prefer an
outright ban on plastic and fee on paper. Will support whatever is more supported by Council.

Councilor Graham preferred ban on plastic and fee on paper. Doesn’t’ want to make it harder
on businesses. Stores already collect sales tax. And asked how that fee would work.
Supportive of ban on plastic and fee on paper.
Councilor Faircloth supportive of retailers keeping fee and ban on plastic.
Ryan Parker didn’t address paper, but both plastic and paper were bad at different stages. He
also stated it may be a good quid pro quo with retailers to gather information.
Noted that 4 mil would constitute reusable bag.
4. MDOT Agreement: 022208.00 Pedestrian Safety Improvements-Bangor Trail V
Councilor Sprague moved, Councilor Faircloth seconded.
5. MDOT Agreement: 022210.00 Union Street Sidewalk Improvements-Vermont Avenue to
Griffin Road
Councilor Sprague moved, Councilor Faircloth seconded.
