Discussion Continued: Single Use Bags Dana explained this was the third meeting and requested further direction. Councilor Perry who sat in for Dan Tremble spoke that they were both for a fee rather than a ban. And would prefer to put out to voters. Councilor Nichols in favor of separating out Styrofoam from bags. Councilor Faircloth request an examination of practices elsewhere and stated he would be resistant for this to go out to vote. Preferred Council to vote. Councilor Sprague preferred to separate food industry from packing industry regarding Styrofoam containers. He was open minded and concurred for public vote. At Dana Wardwell’s suggestion, Councilor Graham requested a member of the Maine Resources Council of Maine speak with the Committee. He also requested a representative from a municipality that charged a fee attend as well as a representative from another municipality that ban plastic bags be present. Motion made and seconded to move forward with a ban on Styrofoam, to which Staff would generate a draft ordinance and bring back at a future Committee Meeting. 2. Update: Re-designation of Bangor Harbor from Federal Channel Federal Anchorage John explained for further communication with the Army Corp of Engineers regarding changing a 400’ federal channel to a federal anchorage with proposed 14 moorings. The City could charge for the moorings but could not profit. Informational only, with no action necessary. Meeting Adjourned. 1
