MINUTES
Councilor Nichols opened the meeting at 5:36 PM.
All Councilors present.
1. ORDER, Authorizing the City Manager to Execute a Memorandum of Understanding
with Beal College.
Assistant City Manager Michael Crooker explained that the City was able to work
an agreement with Beal College to provide rides for students and staff in
exchange for payment to the City by the college. Mr. Crooker noted that it was a
one-year agreement to allow the City to obtain some ridership numbers. The
city can then use that number to negotiate a multi-year agreement in May of
2018. Councilor Graham asked if the bus currently goes by the college. Laurie
Linscott, Bus Superintendent indicated yes. Council Sprague motioned to accept.
Councilor Tremble seconded. All in favor
2. RESOLVE, Accepting and Appropriating $183,535 from the Maine Department of
Health and Human Services to support Maternal and Child Health Nursing Services
and authorizing the City Manager to sign a Memorandum of Understanding (MOU’s)
with other agencies to coordinate referrals and other aspects of service delivery.
- Patty Hamilton addressed the Council. Mrs. Hamilton indicated that these funds

Would carry through until March 31, 2018. These funds split 70/30 and have
to be used in order to obtain the full amount. It was noted that the City does not
get the entire amount until the $66,000 previously provided is spent in full.
Councilor Baldacci asked about local nursing staff levels. Mrs. Hamilton
indicated that there are two positions and they are now all full-time positions.
Councilor Sprague motioned to accept. Councilor Nealley seconded. All in favor.
3. RESOLVE, Accepting and Appropriating Funding in the Amount of $180,000 from
DHHS/Maine CDC to Serve as the Lead Fiscal Agent (LFA) on Behalf of the Penquis
Public Health District and Authorizing the City Manager to sign a Memorandum of
Understanding with the Penquis District Coordinating Council for Public Health
(DCC).
- Patty Hamilton reminded the Council that the Healthy Maine Partnerships were
divided up throughout the state and that the City of Bangor is now the lead fiscal
agent for Penobscot and Penquis County also referred to as the Penquis Region.
Councilor Tremble noted this is not the same as the Penquis organization. This
resolve will authorize the City to accept and appropriate those funds through
agreements with other entities within the Penquis District. The resolve also
authorizes the City Manager to sign MOU’s between the City of Bangor and
those entities. Councilor Sprague motioned. Councilor Tremble seconded. All in
favor.
