Be It ordained by the City Council of the City of Bangor, as follows
THAT the zoning boundary lines as established by the Zoning Map of the City of Bangor dated October
28, 1991, as amended, be hereby further amended as follows:
By changing a parcel of land located at or about 127 Hammond Street from a Downtown Development
District to a Government and Institutional Servbice District. Said parcel of land containing
approximately 1.71 acres, and being more particularly indicated on the map attached hereto and made
a part hereof.

SUBJECT: Amending Zoning Ordinance
Hammond Street — Downtown Development District
contract to Government & Institutional Service District
(G&ISD) — Council Ordinance 17-201
Please be advised that the Planning Board at its meeting on June 20, 2017, held
a Public Hearing on the above zone change request.
Chairman Kenney opened the Public Hearing and asked the applicant or their
representative to make a brief presentation of their application.
Mr. Ed Bearor, Esquire indicated that he represented Penobscot County in this
rezoning request. With Mr. Bearor was Judy Alexander, County Finance Director. The
property is the former location of the Bangor YMCA, which was briefly rezoned to
Downtown Development Distract. The County has acquired the property due to its close
proximity to existing county facilities. The previous Government and Institutional
Service District is best suited to the County's use.
Planning Officer Gould advised the Board that the applicants' rezoning request
would return the property to Government and Institutional Service District which was
the zoning when it was the YMCA. Mr. Gould noted a few contract conditions which
were part of the prior Downtown Development District; to preserve the surface parking
and maintain the scale of the existing building.
There were no opponents to the rezoning.
The Board discussed the potential reuses of the building and associated costs in
building more jail space.
The Board agreed the Government and Institutional Service District (G&ISD) was
the appropriate zone for the County property. Member Durgin made a motion to
recommend that the City Council pass the rezoning request of Penobscot County from
contract Downtown Development District to Government & Institutional Service District
(G&ISD) — Council Ordinance 17-201. Member LeBlanc seconded the motion and the
Board voted unanimously to recommend the rezoning request.
