Item/Subject ORDER, Authorizing a Challenge Grant to the University of Maine for Purposes
of Lasting the Maine Museum of An in Downtown Bangor

This Order would authorize a challenge grant to the University of Maine for purposes of locating
the Maine Museum of Art in downtown Bangor. As the Council is aware through a series of
workshops and discussions held at the committee level, this Order clearly indicates the City's
moral and financial support for this endeavor in the amount of $400,000. These funds would be
made available subject to a series of conditions upon the University of Maine including the
raising of at least an additional $400,000 through other sources, completion of the lease
agreement for Norumbega Hall, $30,000 in annual scholarships for Bangor students, a target
opening date no later than December 31, 2001, operation of a visual arts center and a
commitment to maintain the Museum and Arts Center in downtown far 12 years. The Order
further authorizes the City Manager to execute any necessary documents with the University of
Maine to implement the Intent of the Order.

WHEREAS, the City of Bangor has established a goal of positioning Downtown Bangor as a regional
center for Arts and Cultural activities; and
WHEREAS, in pursuit of this goal, the City has supported a number of efforts to increase the presence
of such ANvities in and near the downtown, including support for the Eastana Maine
Children's Museum, the Mame Shakespeare Festival, and an on-going arts and culture
Inventory; and
WHEREAS, as part of this effort, the City has worked with the UnNersity of Maine toward locating the
Universitys Museum of Art in Downtown Bangor; and
WHEREAS, a group supporting the Museum of Art has begun efforts to raise the necessary funds W
locate the Museum in Norumbegz Hall at 90 Harlow street; and
WHEREAS, In under for this effort W be successful, a clear indication of City mesal and financial
support's needed; and
WHEREAS, the presence of a quality Art Museum in Downtown Bangor is estimated m attract 20,000
visitors annually and will assist the Cry in meeting Its long -tens goals for our downtown;
and
WHEREAS, such a facility will also serve to strengthen the ties aM relationships between the UnWmty
of Maine and the City of Bangor, and
WHERAS, the Couri Foundation has generously offered to make space available for the establishment
of the Museum of Art in Norumbega Hall;
NOW, THEREFORE, BE lT ORDERED BY THE CITY COUNM OF THE CITY OF BANGOR, THAT:
There is hereby auttwdzed a challenge grant in the amount of $900,000 to the University of Maine for
the purpose of locating the University of Mainz Museum of Art and visual Art Center in downtown
Barger. These funds shall be made available for this purpose subject to the following conditions:
1. On or before Apol'1, 2001, the University of Maine arid the support groups working on this
project shall raise a minimum of $900,000 in additional funds from sources other than the
City of Bangor for the Museum and Center.

2. On or before July 1, 2001, the University shall complete a lease agreement for the
necessary space for the Museum to be located at the stream level or other citable level of
Norumbega Hall.
3. The University shall arrange for initial lease options from the Cowl Foundation for the
MuseuntVisual Arts Center for a minimum of not less than ten (10) years, commencing not
laer than Jury 1, 2001.
4. That the University of Maine agree m renovate the leased premises to meet the needs of
the Museum/Center and ro complete renovations by December 30, 2001 to Include painting,
security, and aimatization.
S. In conjunction with the Museum, the University shall operate in downtown Bangor a Visual
Arts Center which shall often classes, workshops, and other events serving a wide range of
individuals Inducing children, young adults, senior atizens, and other adult populations.
6. That the University agree that the Museum and Visual Arcs Center shall be open to the
public from fifty M surly hours a week.
7. The the University agree to relocate and hoose the Museum of Art's permanent collection
to Norumbega Hall, the permanent collection being comprised of approximately 4,500
objects with a fair market value of approximately $6,000,000.
S. The the University provide all nerssary flxtures for the facility, at an expense of
apprwdmately $75,000, and maintain an annual operating budget for the facility of not len
than $200,000 and employ a minimum of four and one-half (41h) full-time employees and
fifteen (15) work-study students from the greater Bangor community.
9. The upon occupancy of the Museun/Visual Arts Cello, the University be responsible for all
costs associated with its operation Including staff costs, water, sewer, and electoral utilities,
fire and cesualty insurance, security and all other related costs.
Io. That the University shall make available $30,000 in annual scholarships for resident Bangor
students for not less than ten years, such sdsolarshlps to be awarded by the Trusless of the
Sophia IOrsWn Student Fund.
11. That the University shall undertake he best efforts m insure that the Museum is opened on
cr before December 31, 2001.
12. That the University shall agree to maintain and operate the Art Museum and Visual Arts
Center in dovmtown Bangor for a minimum of 10 years from the data it opens.
The City Manager is authorzed to a ute any necessary agreements vidh the University of Maine to
implement this Order, subject to the conditions outlined above and the review and approval of the City
Solicitor.

or before December 31, 2001,
12. That the University shall agree M maintain and operate the Art Museum and Visual Aft
Center in downtown Bangor for a minimum of 10 years from the data it opens.
The City Manager is authomed to execute any necessary agrements with the University of Maine to
Implement this Order, subject to the conditions; outlined above and the review and approval of the City
Sdicito.
