Resolve, Statingthe OppoStioD I the Clt/ Of BanocrN to the Forestry Practices Referendum, Ouestion 2 on the November Ballot WHEREAS, Question 2 on the November ballot would place certain restrictions on the ability of forest landowners W harvest and manage their properties; and WHEREAS, these restrictions, as proposed, will create significant issues of legal interpretation, enormous questions of enforcement opacity, and serious limitations on appropriate silvacuRural management; and WHEREAS, these regulations may also have a disproportionate impact on small woodlot owners, particularly those enrolled in the State's tree growth program, resulting in incentives to utilize these properties for other purposes and contribute to additional development and sprawl; and WHEREAS, the Maine Municipal Association as well as numerous local governments in areas of Maine dependent upon the forest products industry for their economic vitality have aim taken positions in opposition to this question; and WHEREAS, the approval of this referendum could cripple normal and heathy timber harvesting activity and result in a profoundly negative impact on the forest based economy of Maine; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE Cr Y OF BANGOR, THAT: We hereby express our opposition to the Forest Practices Referendum, Question 2 on the November ballot, and urge the voters of Bangor and Maine to reject this Initiative on the basis of the serious Flaws contained in Its language, the impact which It may have on small woodlot owners, and the negative consequences which will impact Maine's essential forest resource industries. While we support sound slNaculture management and regulations, this Question will not achieve these goals.
