The Maine State Housing Authority (MSHA) will award $200,000 In grants m local and regional
gwemments, non-pmOt organizations, and local housing authorities for research and planning activities
Mat address current housing needs and will help provide affordable housing Por lower income Maine
families. MSHA has tentatively identifietl several emerging housing issues in Maine, Including trends
increasing homelessness, the need to create affordable subdivisions without contributing to sprawl, the
need for additional senior housing, and the preservation of existing subsidized rental housing. MSHA is
seeking Innovative proposals W examine local and regional housing needs that will stimulate fresh
approaches to addressing housing needs. The grant may be used Por studes, analyses, data gathering
and planning, but cannot be used for a speck housing development. The City has understood the need
to provide suitable affordable housing options as evidexed by such recent projects as the Park Woods
transitional housing project, the Freeses affordable and assisted housing projects and The Heights at
Boyd Street affordable housing prefect "is Order would authorize the City Manager to apply to the
Maim State Housing Authority for a housing planning grant to assess its housing efforts, determine its
housing needs, and to set a course of action to provide housing opportunities for all of its citizens. The
City's proposed application will be for $25,000 to $30,000, with a 20% local match to be in the form of in -
