Commentary:
This Resolve has been requested by Councilor Joe Bzloacci to reinforce the continued work of
this special committee consisting of three City Coundlors and 3 community member in
preparing a report of recommendations that relate to the impact of opiate addiction and its
treatment on our community.

RESOLVIED,
WHEREAS, opiate abuse, Including the illegal use of heroin, continues to be a problem in
NaNem and Eastern Maine; and
WHEREAS, by Council Order 00-299 , the qty Council of the City of Bangor created a Special
Committee on Opiate Addiction to undertake a comprehensive review of the
addiction problem in the Greater Bangor Region, including such Issues as
education and prevention, law enforcement, and treatment and to prepare a
report outlining recommendations in Hese areas to be provided to the City
Council, the State of Maim, and other interested parties; and
WHEREAS, this Committee, consisting of the three City Councilors and three representatives
of the Acadia Hospital, has the full support of the Bangor qty Council and the
State of Maine, Department of Mental Health, Retardation & Substance Abuse
Services to provide a written report of observations and recommendadons before
further action Is taken in establishing a licensed methadone maintenance program
in Bangor; and
WHEREAS, tris Committee, with continued public Input, will assure that an all inclusive,
appropriate discussion of the issues take place and that appropriate
recommendations in these areas will be provided to the City Council, the State of
Maine, and other interested parties.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Bangor, THAT we hereby
e ones our complete support for the mission and continued work of the Special Commitee on
Opiate Addiction in the Greater Bangor Region, and to the community and Council members of
that Commitee in addressing various treatment alternatives as it relates to the growing opiate
addiction problem in our area;
AND BE IT FURTHER RESOLVED that we strongly support that this Committee remain the
primary forum on this Important mater, and that the Conmitee's work, in bringing together all
appropriate resources, will result In a report of recommendations that reflects the Impact of
opiate addiction and its treatment on our community.
