During the annual budget process, a number of potential capital projects for this year were discussed and
approved by the Ery Council. This includes annual fleet replacement in accordance with the ❑Ns Mutual
fleet replacanent policy and upgrading Da elevator in City Hall. Thee projear, as well as a numberd
offers, are arhiclpa[ed to be fulled in our rl bond issue. A dedaration d Intent covemg these and other
possible projects can be found elsewhere on Wright's agenda.
We are currently in the process of devell the proposed bond oder authorizing our next bond issue. This
process has been cleared due W uncertainty in several areas, most paMculady In regard to rapao'ty
expansion within the CNs parting fund. At the same time, uveal of there capital projects require adon in
the near future. The attached Oder would authorize staff to proceed! with our annual vMide redamment
purchases and to take the steps necessary to upgmde the elevator in City Hall. Should [hese Impacts not be
inducetl in the annual borrowing, their expenses can be funded from other avzllable murces induding the
"Whole repacement reserve and the Improvement reuWe.

n CITY OF BANGOR
(TME.) Order, Authorizing aty Staff To Proceed with Various Capital Projects
WHEREAS, the City Council of the Oty of Bangor has previously adopted a fleet replacement
policy; and
WHEREAS, under this policy, the City anticipates borrowing funds on an annual basis to
purchase vehicles and equipment and to gradually Increase the annual
appropriation for vehicle replacement; and
WHEREAS, the elevator in Bangor City Hall i5 in need of significant work in order to insure Its
continued operation and availability; and
WHEREAS, R is anticipated that these projects will eventually be funded through the issuance
of General Obligation Bonds; and
WHEREAS, should such bonds not be authorized, other funding sources are available for
these projects including the vehicle replacement reserve and the improvement
reserve;

THAT City staff is hereby authorized to proceed with the annual vehicle replacement program
and to take the steps necessary to upgrade the elevator in Bangor City Hall.
