In lune of this year, the City Council adopted a resolve shifted "Stating to Goals of the City of bargain
Regarding Me Capital Needs and Future of Me Bass Park Complex.- That resolve set the first morning in
September as the 5me when Me Council wmud select one of a number of options relating M the future of
Mase facilities. The options under discussion Include replacing, renovating, or dosing Mese buildings.
The resolve also outlined a number of tasks to be undertaken over the summer M elicit comments from
groups and individuals with an interest in this Complex and M Identify the level of support which might be
available for Me Council's preferred] optlmn of replacing Mese buildings with a new facility. This effort also, was
M include exploration with others of financing options other than the property tax.
Over the summer, Councilors and staff have met with citizens through neighborhood meanings, solicited views
at a variety of business and civic meetings, met with the Council's of a number of neighboring communities,
and surveyed the membership of the Chamber of Ccmmerte. It is tlear from Mese meetings that there is
wdespreol support for building a new large event facilay M replace Me Audkodum and Clvlc Canter. There
also appears M the interest in reviewing alternatives other Man He property tax for funding such a pmject.
Attached you will find three resolves which address each of the three options under consideration

Event Facility to Replace the Current Bangor Auditorium and Civic Center.
Whereas, on June 12, 2000, the City Council adopted a Resolve Entitled, `Stating the Goals of
the City of Bangor Regarding the Capital Needs and Future of the Bass Park
Complex; and
Whereas, this resolve Indicated the sense of the Council that the current Auditorium and Civic
Center should be replaced with a new structure; and
Whereas, this resolve pledged the City's best efforts to work with all interested parties to
evaluate options and to explore financing options to be pursued; and
Whereas, since that time, the Bangor City Council has held a series of neighborhood meetings,
met with a number of Coundis from neighboring communities, and solicited the
opinions of the business community; and
Whereas, a general concensus has emerged from these meetings supporting the conshuction
of a new large event facility while recognizing that such a facility cannot be
supported by the property tax alone; and
Whereas, numerous groups and Individuals have also expressed support for and an interest in
worldng with the City to explore alternative financing arrangements; and
Whereas, the first regular Council meeting of September was established as the date at which
the Council would evaluate the progress which has been made to date and to select
one of a number of options relating to the future of the Auditodum and Civic Center;

That, the City Council has determined that sufficient support exists far replacing the current
Auditorium/Civic Center and for exploring and working toward an appropriate means for
financing such a project As a result, it is the policy of the City of Bangor that a new large
event facility be constructed and that efforts continue to identify and work toward an
appropriate mechanism to fund such a project. The City Council and staff shall continue the
efforts already begun to further inform all Interested parties of the need for a new facility and
to take the necessary steps to develop and implement a financing plan for such a complex
while continuing to recognize brat such a project cannot be supported by the property tax
alone. At the first regular Council Meeting held in January 2002, the City Council shall review

the progress made toward identifying and achieving an appropriate funding mechanism.
Should the Council determine that inadequate progress has been made at that time, the
Bangor Auditorium and Civic Center shall be closed as of December 31, 2004.

Whereas, on June 12, 2000, the City Council adopted a Resolve Entitled, "Stating the Goals of
the City of Bangor Regarding the Capital Needs and Future of the Bass Park
Complex; and
Whereas, this resolve indicated the sense of the Council that the current Auditorium and Civic
Center should be replaced with a nen, structure; and

no method for financing such a facility is currently available other than the property

Whereas, while the current Auditorium and Civic Center are inadequate, they on be renovated
for a cost of appmAn cutely $13 million, an amount which can be supported by the
property tax, although only with difficulty; and
Whereas, this complex provides a considerable economic benefit to the entire area, serving
over 300,000 visitors per year and providing an estimated economic Impact In
excess of $30 million;

That, the City of Bangor hereby adapts the goal of renovating the current Auditorium and Civic
Center in oder to insure that this facility continues to serve this region and support our local
economy. This goal is adopted on the basis that it is unlikely that a financing mechanism can

be required to operate these facilities in a safe manner prior to that date, the City Council may
choose to dose Mem sooner and avoid such expenditures.
