Administrative Services Director. There is hereby authoneed and established the position of Administrative Services Director th be appointed by the City Manager, subject to c nfirmabon by the City Council. The Administrative Services Director shall appoint and supervise all employees in the Departmerd, subject to general supervision of the Department by the City Manager and the director of the Office of Government Operations § 28-5. Airport Manager. There is hereby authodzed and established the position of Airport Manager. The Airport Manager shall superose the entire operation of the Airport Department This position shall be included In the Personnel Clamfiratlon and Compensation Plan for the City of Bangor. The Airport Manager shall be appointed by the Oty Manager on the basis of merit and fitness alone, subject to the confirmation by the city Council. A. Represent dry. The Airport Manager and/or the Ory Manager or the Director of the Office of Business and Ecahornk Develoorn shall represent the city in all airport matters before the Federal Aviation Administration (FAA), the Deparbnent of Transportation and such other agencies as deemed necessary. B. Monthly report to City Manager. The Alport Manager shall make a report to the City Manager before the first Council meeting of each month as to the business of his or her Department during the preceding month. Other dutiea The Airport Manager shall prepare plans, standards and directives as required by the FAA or other federal agency for the operation of the airport and promulgate, subject to the approval of the Airport Commitee, such plans, standarcis or directives in the form of rules and regulations of the airport as provided in § 284B. in preparation of required security directives, the Airport Manager and the Police Chief shall, for the safety of the traveling public, cooperate to provide maximum protection against hijacidng, bomb explosions, bomb threats, civil disturberrce, vandalism, property destruction or other violence. The Bass Park Complex Director shall be appointed by the City Manager on the bass of merit and fibress alone, subject to confirmation by the City Council. B. Duties. The Bass Park Complex Director shall serve as Department Director of the Bass Pada Complex and shall manage the whole operation of the Department. Establishment divisions. There is hereby established a Department of Community and Economk Development for the City of Bangor. Powers and duties. It shall be the function of this Department: A. Fxtinghish fires. To provide for the extinguishment of fires, the saving of Iife and property from fire and the performance of various miscellaneous services to the public of an emergency nature. B. Inspections. To provide, in cooperation with the Cade Enforcement Division of the Community and for the Inspection of potential fire hazard and order the removal or remedy of any dangerous fire conditions in or near such building or structure, and such order shall he complied with by the owner or occupant of such building or structure, and to inspect any violations of the provisions of the laws of the state or any ordinance of the city affecting the fire hazard. § 28-33. Fire Chief. There is hereby authorized and established the pesiton of Fre Chief. This position shall be included in the Personnel Classification and Compensator Man for the City of Bangor. The Rre Chief shall supervise the entre operation of the Fre Department The Fre Chief shall be appointed by the City Manager on the bass of merit anti fitness alone, subject to the confirmation of the City Cowen. A. Rules and regulations. The Rim Chief shall provide rules and regulators for the government ant effidenry of the Deportment and submit such rules and regulations to the City Manager, and sand rules and regulations shall take effect when approved by the City Manager. B. Fire Inspector. The Fire Chief or individual designated by the Chief shall be Fre Warden and Fire Inspector and Is hereby authorized and required to perform all the duties of Fre Inspector under and by virtue of the provisions of the revised statutes of Maine, as amended, and all acts additional thereto and amendatory thereof. B. Parks and Recreation Director. There Is hereby authorized and established the position of Parks and Recreation Director. The Paris and Recreation Director shall supervise the entire operation of the Parks and Recreation Department The Parks and Recreation Director shall be appointed by the City Manager on the basis of mart and fitness alone, subject w the confirmation of the City Council. The Parks and Recreation Director shall make a report to the City Manager, before the first Council meeting of each month, as to Me business of his or her office dump the pre¢tlirg month. B. The Parks and Recreation Director shall perform such other duties as may he prescribed by the City Manager, the Director of the Office of Government: Ooeratiara. or any applicable state or local laws and ordinances. § 28-64. Police Chief. There is hereby authorized and established the position of Police Chief. This position shall be Included In the Personnel Classification and Compensation Man for the City of Bangor. The Police Chief shall be responsible for the enforcement and maintenance of law and order and the protection of public safety and welfare. B. Operation of the Police Department. The Police Chief shall be responsible for the entire operation of the Police Department and the direction of the work force in accordance with the Police Chiefs judgment. These duties shall include, but shall not be limited m, the operation of Me police forte; direction of the working forces; the right to hire in accordance with city personnel rules; to discipline, suspend or to discharge for jus cause; m change assignments; to promote; to transfer; to maintain discipline; W establish work schedules; and to introduce new and Improved methods or facilities. The police Chief shall be responsible for all aspects of § 28-53 above. C. Ocher dudes. The Police Chief shall perform such other duties as may be prescribed by the City Manager. the Director of the Office of Govamment Operations or any state or local laws and ordinances. § 28-51. Director of Public Health and Welfare, There is hereby authorized arid established the position of Director of Public Health and Welfare. The Director of Public Health and Welfare shall supervise Me entire operation of the Public Health and Welfare Department. This position shall be Included in the Personnel Classification and Compensation Man for the City of Bangor. Public Health Division; Health Officer; Children's Dental Clinic Test. C. Health Officer. There is hereby authorized and established the position of Health Officer, whose responsibility shall include the supervision of the Public Heats Nursing Division. This position shall be included in the Personnel Classification and Compensation Plan for the City of Bangor. The Health Officer shall be appointed by the City Manager on the basis of meat and fitness alone, subject to confirmation by the City Council. The Health Officer shall have all powers and authority provided by state aws and dty ordinances relating to Ms/her position. Engineering Division.EN (1) R shall b r the function of the Engineering Mislom (a) Make surveys. To make surveys, including levels, prepare plans and profiles, vnim specifications and perform other related engineering work in connection with streets, sewers and other public structures. (b) Construction of public structures. To make Quantity and cwt estimates, inspect and approve the construction of public structures and perform all other related engineering work for the city not specifically herein enumerated. (c) Record new streets. To record nen streets as laid out in the Qty Road Book and esablah the lines anti grades for building ries streets ant for regrading old streets. (d) Erection of monuments. To superintend the erection of monuments M the intersection of streets and preserve and reset all street monuments disturbed or liable W be disturbed in grading or building streets. (e) Maintain records. To maintain and safely keep all engineering records, instruments, plans, profiles, records of surveys and all other property and papers relating to englrmering work of every description belonging to the City of Bangor. (f) Services for other departments. (2) 'nle City Engineer shall supervise the entire operation of Me Engineering Division. B. Public Works Division. It shall be the function of the Public Works Division to perform construchon and maintenance of city buildings and facilities; to provide municipal garbage and refuse disposal; to operate and maintain municipal highways, municipal gravel pits, cemeteries and sanimtion facilities; and to be responsible for and oversee the operation and maintenance of the city's harbors and wharves. Planning Division. The Manning Division shall be responsible for the promotion and coordination of the rational use of land in the city in accordance with the city's Comprehensive Plan. E. Code Enforcement Division. The Code Enforcement Division shall be responsible for administenng and enforcing all ordinances and state and federal statutes and programs coming within its jurisdiction, including but not limited to the BOCA Basic National Building Code, BOCA Basic Property Maintenance Code, state plumbing regulations, BOLA Basic Mechanical Code, National Electrical Code, Chapter 165, land Development, of this Code, Chapter 71, Bangor Center Revitalization Area, of this Code, the One- and Two -Family Dwelling Code and Chapter 148, Historic Preservation, of this Code. § 2864. Division heads. There are hereby authodzed and established the Positions of division hears for the divisions enumerated in § 2863 above. To superintend the erection of monument at the intersection of street and preserve and reset all sheet monuments disturbed or liable to be disturbed in grading or building streets. (e) Maintain records. To maintain and safely keep all engineering records, instrument, plarm, profiles, records of surveys and all other property and papers relating in engineering work of every description belonging m the City of Bangor, (f) Services for other department. To perform all engineering services for the Pub' Services Department and far such adv r departments and of the city as may from time m time require such service. (2) The City Engineer shall supervise the entire operation of the Engineering Division.
