The Police Dept. recently outer aended to the council that on -sheet parking on
French St. between Cumberland St. and Garland St. be restricted Or one side only. when
the Community and Fcommic Development Committee reviewed the proposed change,

The original intent in restricting packing Or one aide of French St. was to make the
madway more accessible m emergency, vehicles and regcar traffic, while the overall
number of cars parked on this block will invariably be reduced, the original concern
about cars being parked on both sides of the sheet, thereby reducing it On one lane, will
continue. It is, however, unlikely that the police dept. will recommend any father
changes to this block since Use will be some benefit to Ne reduced level of parking. It
will remain N be seen whether the reduction will be sufficient to create an acceptable
traffic Flow pattern.
If Ne amendment to Schedule XV is passed, the following process will begin:
1. Residents whose property abuts Ne strcet will receive a letter indicating the
location ofthe'tesidents only" cone and the procedures for obtaining a
permit.
2. Signs will be posted in the affected area restricting puking from 8:00 am. to
5:00 pm. weekdays, incepting holidays, m vehicles which display the proper
resident parking permit.
3. Applications for permits will be accepted from maiden%with a$10.00 fee
charged for one resident permit and up to two visitor pemdts.
The current ordinance, which now covers only the Montgomery SL —Grant St.
area and the upper end of Hancock SL, is scheduled to attract on November 1, 2000.
Should this proposal for French St. be enacted, the police dept. would strongly encourage
that Nese two zones; not be included on Schedule XV in any extension of the ordinance.
The reasons fix their existence in the firstplace have ceased to be a problem and it serves
no propose to continue erd'orcement in Nose locations.
The police dept. bus, in the past, expressed little enthusiasm for residential permit
parking zones. wlvle this area would be a more appropriate use of Us type of regulation
than the two existing zones, it only partially tackles the original problem of public safety.
The police dept. continues to feel Nat the beat solution, at least from a Public safety
aspect, is the restriction of parking on French St. to only one side.
Should [Iris addition at schedule XV be passed, it should be designated as "Area
N3".
