Finance/Treasury This Order would auUorize the City of Bangor to join the Rapid Renewal Program for We mregistraton of automotive vehicles. The program allows citizens to re -register on-line through use of the Internet. Bangor is one of eight pilot communities throughout the State a Maine undertaUng this program on a trial basis. If successful, the State Intends to offer the program statewide. The Omer commits the City to pardapate through April 14, 2002 at which time the City will have the opportunity W oantnue or opt ou4 at Its disrrebon. As outlined in the attached memorandum from David little to the France Committee dated June 27, 2000, the City may lose a small amount of revenue but residents will benefit from an added convenience of co ducting this transaction on-line rather than a City Hall. We anticipate this program to be available around the Post of September. I feltthat ifthe City wantedto provide this type ofservice to our taxpayers then we should be in at the ground level to help design the program. Most of the program details have been worked out ad the State is starting to push for each municipality m sign aService Level Agreement with New England Interactive Inc., the agent for the Some developing the program. I have read the agreement and have also given a copy to Norm and Ron to read. I have already forwarded my issues with the agreement to lire State and will be sending my that they have as well. Before we get too much further, however, I want to be sure that this is a service that the Council wants to provide There are some cost favors that we need look at Fust we will lose the$3.00 agent fee for every trarmetion we finish here. Because we will not actually be doing the registration, we do not get this money. Instead, Intone, the agent for the State handling this project will be chaging a $2.00 a mt fee to recover theircom. Second, attire torten[ negotiated rate, we will be paying a merchant fee of 2.15% on the excise portion of each on-line transaction. The State and Informs are trying to get a Iowa rate but than is me current number. Our average excise tax mom is$137.00. That would he an additional $2.95 we would lose. Another cost that cmren0y is unianown is that our current TRIO software would raced Frogman charges to accommodate the on-line information. We do not know what this will cost as of yet TRIO and the other vendors have just recently been given the information. The benefit would be then we are providing a new service In our taxpayers. people who have a hard time making it in to, City Hall or are out of State will now have the option ofre-regi scaring their vehicle M any time, day or night. The more people that use the service should mean less has naffac for Treasury and fewer and shorter waiting fires. My take on these costs are as follows: We will be doing no work related to these or -lice transactions. hdbrme and the Stare dr all the work. Our money is deposited into our bads account aW all we have to do is update our system. Due no this we shouldn't get a agent fee. The agent fee is for processing me transaction, which we will not be doing. It will however, them me City because we do budget for Us revenue. For Fl -00 we budgmed$50,000 and brought in $55,360. Keep in mind that this revenue is only earned when the customer decides to finish the registration here. Anyone, who wants to pay excise tax only and go to motor vehicle to finish, does not pay this fee. So, although not very likely we could see drops in this revenue during any year. - Weare already paying merchant few for registrations now. Oar rate is lower than Ne 2.15% bw we also have the swiping ability which on-line transactions do not. That will cause more risk and therefore higher ones. We have paid for FYOo over$Io,000 in merchant few for the Treasury Department alone. Themajorityofthose transactions were vehicle registrations. I we working on ways to reduce these fees, specifically the debit card transactions. So that leaves us with a decision on how to proceed. Although we can leave the program at any time, once this is offered to the public it may as be well received if we back out. The State is hoping for at least a 2% usage the first year. For us that would mean approximately$3,000 in lost agent fees and incurred merchant fees. Assuming all the excise armud; netted out to the average.
