Approval of this @der would adopt the City of Bangor Comprehensive Plan 2000 to serve as a guide for
fdure growth and oonaenhuion. The Bangor Planning Board held a Public Hearing on the Plan on July 18,
2000, and voted m adopt the Plan and to recommeiM that the Comprehensive Plan 2000 be also adopted by
the City Council.
The City of Bangor "Comprehensive Plan 2000" will he the road comprehensive planning document that the
City has developed and adopted over a N'nty-year period. The City's f t Comprehensive Plan was adopted
in 1%9. ]los Plan was revised and replaced by the'City of Bangor Comprehensive Plan Update" in 1990.
The Comprehemive Plan 2000, when adopted, will replace the 1990 Plan.

WHEREAS, the City of Bargor adopted its first Comprehensive Plan in 1969 replacing 161951
Master Man; and
WEHEREAS, the 1969 UrnprehereNe Plan was redsed and replaced by the "City of Bangor
Comprehensive Man Update" dated June 1990 by passage of Council Order 90-222 on June 11,
1990; and
WHEREAS, the aargor Manning Board sitting as the the Comprehensive Man Committee has
adopted said Cornprehemive Plan 2000 at ft July 18, 2000 meeting and recernmends that the
City Coundl adopt the Comprehensive Plan 2000, a copy of which is an file in the City Clerk's
Office; and
WHEREAS, the proposed revisions prepared In 1997 and 2000 have been reviewed by Ow
State Manning Office and found to be consistent wdh the goals and guidelines of Maine's
Growth Management Act; and
NOW THEREFORE, BE n ORDERED SHAT He Coniprehere ve Plan 2o0D, a Copy of which
Is on file in the dace of the Ott Clerk, is hereby adopted in aceordance with M.R.S.A, Title

Subject: Comprehensive Plan 2000
The City of Bangor is in the process of adopting the Comprehensive Plan 2000 W
serve as a guide for future growth and conservation. The Bangor Planning Board will Ise
holding a Public Hearing on the Plan an July 18, 2000, and taking action to adopt the Plan
and recommend that the City Council adopt Me Plan on Jury 24, 2000.
The City of Bangor "Comprehensive Plan 2000"will be the thud compo be wive plarudng
document that the City hes developed and adopted over a Hwty-year period. The City's first
Comprehensive Plan was adopted in 1%9. This Plan was revised aad mpWW by the "City of
Bangor Comprehensive Plan Update"in 1990. The Comprehensive Plan 2000, when adopted, will
replace the 1990 Plan.
Bangor's comprehensive phmrwig program is mandated by and based on the Stain's Growth
Management Program Statute (fide 30-A, Section 4312) passed in 1989. As pan ofthe Act, the

The overall pumose of Bangor's local Cuowth Management Program, as documented in the
Comprehensive Plan, is m provide a guide for the fume of the City. The Plan presents policies,
goals arta objectives for how the City wants to develop in the forme and conserve what is important
in the present The Plan is a comprehensive document developed through a claws participation
process Nnt provides information on existing conditions vast specific plans for each element plus
syrahais and strategy forimplementation of the identified goals and objectives. The
Comprehensive Plan also provides ahere for Capital Improvement Planning and the Land
Development Cade.
The Draft Comprehensive Plan was submitted to the State Planning Office in June 1998.
State agencies reviewed the documeen for consistency with the goals and guideWies for Maine's
Growth Management Act. The City received comments and suggations for changes and additions to
the Draft Plan. Between bill 1999 and spring 2000, PWmdng Staff addressed the area identified as
incomplete or inconsistent by the State Planning Office.
In May 2000, the City received formal notice from the State Plani ing Office that the
Comprehensive Plan Update was "complete"and"consistent'with State Statute. Now that the Plan
has been approved "a Smh, the document needs to be formally adopted by the Bangor Planning
Board and City Council. Once adopted as the official phonics document for Bangor, the City is
eligible for Since and Federal planning funds to implement rhe goals and strategies of its
Comprehemive Plan.

Comprehensive Planning History
Modem plmming as we know it began around the mm of the century to address squalor
conditions in older American cities. The first caning and code regulations were adopted to
promote the health, safety and welfare of people in these urban areas, "Home Rule Provisions"
enabled municipalities to first adopt building codes and zoning ordinances, and later,
comprehensive plans.
The fust official all mpt to govern Bangor's physical development occurred in 1940 with
the adoption a Zoning Ordinance. In 1948, growing concern over Bangor's development
problems led in the establishment of a City Planning Board and Planning Department assigned
the immediate task of preparing a Master Plan. Bangor's first Master Plan was adopted in 1951.
Comprehensive planning developed in the 19%'s to guide growth in American cities that
were "parenting rapid development and envirormrental degradation. The extensive body of
legislation governing urban development and renewal, fair housing, and enviromnental issues
such as clean air and water, and impact assessment was passed in the 1960's and 1970'x.
Bangor's 1969,1990 and 2000 Comprehensive Plans
The City of Bangor has been involved in comprehensive planning for over three dmades.
Bangor's current planning efforts grew out of &a desire for planned growth and a concern for
the environment at the local level in the late 1960's. The City adopted its than Comprehensive
Plain in 1969. The 196p Plan wen the basic document that served as a development guide for
Bangor throughout the 1970's. The City adopted an Updated Master Plan for land use in 1974.
A Comprehensive Plan Committee was established in 1989 to oversee the development
of the first Comprehensive Plan Revision, and provide leadership in the citizen participation
process. At the Mine time, the Council adopted a Cturner Participation R gram This program
included a number of components and tesks (see Citizen Involvement section below) of which
the 1989 Community Survey was a major component The Community Survey was conducted to
solicit residents' opinions on many planning issues.
In lune 19%, the City Council adopted the Bangor Comprehensive Plan Update that
represented a major revision of the 1969 Plan to address the City's rapid growth during the
1980'x. A major revision of Bangor's Land Development Code was also undertaken following
adoption ofthe Plan Update. The current Land Development Code was adopted in 1991.
The 2000 Comprehensive Plan emphasizes growth and changes duce 1989, and provides
a"blue prow" for future growth and conservation. The 1990 and 2000 Plans include descriptions
and analyses of existing conditions and specific'blarening elements" teat address housing,
economic development, community services, transponation systems, physical development,
fiscal policy, historical am archeological resources, natural resources, and State and regional
comreiderations. These Comprehensive Plans also include an Implementation Strategy and Action
Proposal
Maine's Growth Management Program
Bangor's comprehensive planning program is mandated by and based on the Store's
Growth Management Progress Statute (Title 30-A, Section 4312) passed in 1989. As pan of
the Act, the Legislature established a set of Sate goals on provide overall direction and
consistency to the planning and regulatory process at the State and local levels affecting land use
and development, and normal resource management The purpose of the Act is to encourage
guided growth through comprehensive plans, growth management policies, ordinances and other
regulatory tools that have been developed enough citizen participation. Highlights of the State's
Growth Management Act, and its implications for Bangor's Local Growth Management
Program, are described in Attachment A.
The overall purpose of Bangor's Local Growth Management Progrem, as documented
in the Comprehensive Plan is to provide a Wide for the future of the City. The Plan presents
policies, Was and objectives for how the city wants to develop in the tram and conserve what
is important The Plan is a comprehensive document Naz provides information on existing
conditions and specific plans for each element, Plus a synthesis and strategy for implementation
ofthe idmtifielgoals and objectives. The Comprehensive Plan also provides a basis for Capital
Improvement Planning and the Land Eswelopment Code, and makes the City eligible for State
and Federal Fonts to implement its planning goals and strategies.
Committee and Citizen Involvement
On July 11, 1989, the Bangor City Council passed a Resolve &uasUshlag the
Comprehensive Manelng Comm Mee to provide leadership as the City embmked on the find
major revision of its Comprehensive Plan The Committee met regulwly with Planning Division
sniff for the next year to provide coordination and oversight in the planning process. Tee
Committee held a series of meetings, workshops, focus group and neighborhood meetings, and
public hearings to solicit and facihmte citizen involvement in the development of the Revised
Plan. The Revised Comprehensive Plan was subsequently adopted by Council Order on June 11,
1990.
The Comprehensive Plan Committee was in 1997 to again assist with the next
round of updating of the City's Comprehensive Plan. The Committee was composed of three
Planning Board members and three City Councilors, although all Planning Board and City
Council members were encouraged to participate. The following individuals served as the
official members of this Comprehensive Plan Committee:

The Committee met regularly to review and discuss the individual elements and policies of
the revised Plan, and address changes since the 1990 Comprehensive Plan.
Plan 2000 Components
Highlights of the Comprehensive Plan 2000 are presented as Attachment B. The
Comprehensive Plan 2000 is divided into four major sections broadly described as:
1. Existing Conditions;
2. Synthesis;
3. Pluming Elements; and
4. Implementation.
The Existing Conditions section presents the information on the historical perspective,
existing development, demographic characteristics and trends, existing services end
igfmshucture, environmental conditions, wall agriculture and forestry. The section also explores
heads. growth indicators, and the physical capacity and conditions of Burger's facilities,
services, and resources.
The Synthesis section addresses the "big picture' and identifies emerging issues by
considering the City's resources and capability to deal with current and pmjecoid needs, and the
opinions and concerns of Bangor citizena as expressed in the Community Survey.
The Planning Elemenu sawn presents plans for housing, economic development,
crapporgaity services, transportation systems, physical development, fiscal policy, natural
resources, historic preservation, and State and regional considerations. Included in this section as
appendices are studies and plans for specific areas and functions of the City, namely, the airport
and its peripheral lands, Burger Mall, Downtown, Penobscot River waterfront and harbor,
Stillwater Avenue, and traffic circulation in the Capital Business District.
The Implementation section provides meommendations and timeframes for policy and
program development, implementation, monitoring, and evaluation. Included in the section are
the Five Year Capital Plan and an Acting Plan for each planning element.
Plan 2000 Status

Plan has been approved by the State, the document needs to be formally adopted by the Bangor
Planning Board and City Council.
The Planning Board will hold a Public Hearing on the Comprehensive Plan Update
Revision on duty 18, 2000, The City Council will hold a Public Hearing on the Plan Update on
July 24, 2000. Following adoption of the Plan the Land Development Code will be updated and
-revised. -
"Next Steps"
As Bangor enters the new millennium, it's timely and appropriate to adopt the 2000
Comprehensive Plan, and undertakefour tasks as part of the City's on-going planning process.
One important task will be to develop a GiaWfier Ne Future, a summary docament baud on
the Plan. Ms Guide wi0 integrate all planning goals,policies, objectives, and strategies for wise
growthand conservation into a unified document The City's LondDevelopmene Code,
Subdivision Regulation; and Design Standards will be updated and revised to augment thew
value as planning and regulatory tools.
Growth Management Soaagies for specific neighbodanchomeas of Bangor will be
developed and implemented. Thew Strategies will build on the guidelines and recommendations
developedinthe2000Compreurnsive Plan. A CulturalPlau for the City will also be developed
that will be incorporated into the Comprehensive Plan as a planning element for the firn time.
The fail task of this comprehensive planning process will be to print and make available
the Comprehensive Plan, Guidefor rhe Fame, Updated Codes, read Area Growth Management
Strategies. The timeline for developing these supporting documents is 2000-2001.
