Commentary:
The attached Ordinance revision incorporates several changes in § 140-6 of Chapter 140, Harbor
ardl Waterways, which pertains to moorings. l se changes incorporate recommeridetiorvs for
mooring requirements developed by an Maine Harbor Masters Association and the Harbor
Master. The proposed changes have been thoroughly reviewed and are recommended by the
Haber Committee.

§ 100-6. Moorings.
A Registration. No private mooring shall be placed without the approval of the Harbor Master.
(1) All private moorings shall be registered with the Harbor Master, who shall record the
following information;
(a) Name and address of the owner and number of the vessel.
(b) Location of the mooring.
(c) Sin and type of mooring and all mmmnents fhaifl.
(2) Each private mooring shall be assigned a number, which shall be displayed on the buoy in
permanent letters at least 2 2% Inciws high. All moorings shall be registered at the
Engineering Department each year prior to May 15, Bald registration subject to the payment of
an annual fee established by the Municipal Ogeraths Cemm�romie

B. Size and type. The "examen mooring scope from simple to bit shall be 2.5 times th

wund can for stone or other bulk moorings or the equivalent for swirgamund moorings. The
minimum bottom chain size shall be Vx inch. In addition to the foregdng specifications for moorings,
the Harbor Master may enforce additional written specifications, to be conveniently available m the
public upon request.
C Maintenance. No changes In the location of moorings will be allowed without the approval of
the Harbor Manner. Moorings rot reghtered by May 15 shall become the property of the City,
Wmerships of private moorings are not transferable without the written permission of the Harbor
Master. Moorings shall be inspected at least once every five years at the ownels expense, either by
pulling or by underwater investigation. If, upon inspection, the mooring is considered by the Harbor
Neater W be unufe, it shall be repaired or replaced within a period of 10 days.
D. Penalties. Whoever violates any of the above conditions pertaining to moorings or andwring
shall be liable for a fine as provided in § 1908 of this Male.'
