Prior to this year, a preliminary application was made to the Federal Aviation
Administration (FAA) for Airport Improvement Project (AiP) funding. The procedures
have been changed so that the application is not made until the actual cost is determined.
The exact cost of this project is not yet determined but is estimated to be$1,197,300. The
Federal funds available for this project will fund 90% of the project with the State of
Maine covering 5%. Local share of the cost will be 5%m $59,865 and is in the FY01
budget.
These projects are a continuation of the needed improvements to the infrastructure ofthe
Airport.

WHEREAS, The City wishes to apply for Airport Improvement Project grant funds available
through the Federal Aviation Administration to make improvements to the infrastructure at
Bangor Imemational Airport; and
WHEREAS, Federal funds will cover 90% of the cost of the project with an additional 5%
coming from the State of Maine and 5% from the City,
NOW, THEREFORE, BE IT ORDERED BY THE CIN COUNCIL OF THE CITY OF BANGOR THAT

referred to as the -Department-)
SHERRIE, the Sponsor has submitted to the Department a Project Pre -application
r Reguest for AID involving a grant of State funds for a project for the
aogsisitlon, construction, establishment, safety, expansion, improvement or

^Airport'.
WHEREAS, the Department has approved a project based upon this request for
development of the Airport (hereinafter called the -Project ) consisting of
the folloeing described airport development:

and mark Ta#xay ^J^ (appo m. 900' z 50.): Metall SIGNS Lighting: offer ado
Airfield Ligating Control Syst®: Ina l High Met'Lighting (Phase ).
NOW THEREFORE. pursuant to add for the purposes ofcurrying out the provisions
of 6 M.R.S.A. 517.1. 17.9, and Sle.l, and in consideration of (a) the
Sponsor's acceptance of this Offer, as hereinafter provides and d) the
benefits to accrue to D e public from the edoesplishment of the Project and
the Operation and maintenance of the Airport, as herein provided.

a. Begin accomplishment of the Project within a reasonable time
after acceptance of this Offer, end; -

or sketches and specifications as approved by the Department or as they may he

fair and reasonable terms without unjust discrimination, and
g. Insofar as is within its power and reasmwbly possible, the
Sponsor will prevent the use of any lentl either within or outside the
boundaries of the Airport in any manner (including the construction, creation,
alteration, or growth of any structure or ether object thereon) which would
sate a hashed to the lending, taking off, or nvuing of aircraft at the
Airport, or otherwise limit the usefulness of the Airport.
B. The Sponsor certifies that it holds property interests in the areas
Of land which are to ba developed or used as a part of or in connection with
the Airport.
1. The Sponspr shall keep an accurate accounting of all testa incurred
on the Project and submit a copy of such accounting to the Department upon its
request. for reimbursement of such costa by the Department.

Sponsor within sixty (60) days from the above data of Offer or such longer
time as may be prescribed by the Department in writing.
6. The Sponsor agrees to conscientiously perform preventative

perform such maintenance.
The Sponsor's acceptance of this Offer shall he evidenced by execution of this
instrument by the Sponsor, as hereinafter provided Bud said Offer and
acceptance shall comprise a Grant Agreement constituting the obligations and
rights of the State and the Sponsor with respect t0 the accomplishment of the
Project and the operation and maintenance of the Airport. Such Grant
Agreament shall become effective Van the Sponsor's acceptance of this Offer
and shall remain in full force and effect throughout the useful life of the
facilities developed under the Project but is any event not to exceed ten (10)
years from the date of said acceptance.

Enclosed please And two original copies ofibe Grant Agreement Offer
from Maine BOT for Project No. SAIP11.9003(3'0. This Grant Agreement, dazed
September 6,2000, is for the expansion of the snow removal equipment building. This
was approved by the Bangor City Council on ]ane 26, 2000 pursuant m Council Order
#00-256.
Also enclosed please find two original copies of the Grant Agreement
Off from Maine DOT for Project No, SAIPI I.9003(36). This Grard Agreement, also
dated September 6, 2000, ism rehabilitate, mark and light Taciway `B'; rehabilitate and
mark Tmciway "P; install SMGCS lighting; upgrade the airfield lighting control system;
and instal high mast lighting. This was approved by the Bangor City Council on the
sane date pursuant to Council Order #00-25b
Although the documents received by our office this afternoon had not
- been signed by Bob first, both Gail and Norm did sign them. Once you have obtained
Bob's signature on them, would you please forward a copy of both documents be our
office. As soon as l receive them,I will also deliver a copy to Gail so that she can file
them with the above-mentioned council orders.
