HomeMy WebLinkAbout2000-05-08 00-186 ORDERCOUNCIL ACTION Date: May 8, 2000 than No. 00.186 Item/SubjecC Contract Award for Erroll Assistance Program Services Responsible Department: /Puschaeing Commentary: On Febmary Ib, 2000 the City received two proposals for providing (EAP) services to all anployces and their family members. Proposals were received from Affiliated Employce Assistance Program (formerly Affiliated Healthcare and current provider of services to the City) and HealthWorks Occupational and Sports Medicine, both of Bangor. A selection corumhtee consisting of the Assistant City Manager, the Training Officer at Public Works, the WIC Director and the Purchasing Agent interviewed both firms on March 2, 2000. Both firms are very qualified m perform all the services requ' forthe program. The awual fee schedule for Affiliated is $8.00 per employee or $6,880 00, $75.00/ hour for in-office sessions and for group training sessions $00.00 fort/2 day sessions and SFW0.00 f fall day programs. Health Works charges no annual fee, $70.00 per session and $400.00 for a face hour training session. Affiliated has been providing the EAP services to the City since the program began and the annual war has averaged about $11,000.00 to $12,000 00. The selection commince reviewed both proposals and the qualifications of the individuals providing services. The commit[ee concluded that Affiliated has done an excellent job in the past and Y�ornramrlo][ that the City continue with their services. This recommendation was presented to the Finance Committee on April I8,2000. The Finance Committee did not concur with the recommendation and voted to award the contract to HealthWorks primarily due to their lower costs of services. The contract award to HealthWorks was appealed by Miles Theorem ofAffiliatied Health Care who requested that the Finance Committee reconsider their decision. On May 10, the Finance Committee reviewed the contract award with Mr. Theenan and took no action regarding the contract award to HealthWorks.
