Item)Subject Authorizing the City Manager to Apply for$ 30,578 in Funds
os Part of the Juvenile Accountability Black Gntrc Program
Responsible Depatam men Police
Commentate:
Ism fall I learned that the City of Bangor was eligible to receive $14,592 in federal Funds but may
be used to support juvenile justice progams. At sat time I did not have the resources available m manage
a pmgmm that would meet the requirements of the grant. Bastardy l leamed that Sandra State, who
arroyos the YMCA's Jump Start program, would be willing to manage the funds, if Bregor acted as the
fiscal agent Jump Start is an accountability based, amtaring program that works with first time juvenile
offenders. There is also a potential that additional funds may become available as a reach of communities
declining an award. In a report I received recently four the Department of Corrections, it appears that
Bmgormaybeeligibleforamaddition $15,986. If approved, these funds would be used to support the
Jump Start and Police Athletic Corona (PAL) programs.

AS you know, the Bangor Police Departrnmt has been making reRmals to the lump Smit
program amore it began b,1999. All the feedback I have heats indicates Net flus accountability
based, assuming Program is having a positive impact on the juveniles it serves. Rather than
"teinvmting the wheel", IbeOeve that using this money to enhance a successful program would
be mainti gthe wheal",
Now over twelve years old, Bangor's PAL began by reisnroducing youth football, end
