On May 27,1998, the City Couadl of the City of Bangor voted m join the Penobscot-DowneaY Cable

At" time, Ne City anticipated that the Consortium, mong with providing a farm for discussion of cable
Issues of mutual concern, would become an effective resource he Bangor and other member [gmmpnities on a
variety of Issues including public access and technical support in implementng and using the set al
government and educational channels. Toward this end, the consortium did attempt M him a consultant but
has not been able to do sot. The Conwrtium has also attempted to teal with public access issues and
arrangemcvrcs, but has been delayed due to a variety of political and achnlcai Issues. As a result, Bangor and
other communities are now In a position where we are addressing these issues on our awn.
As we approach the fiscal Year 2001 budget process, City staff who have been invalved In this process haw:
found it difficult to continue to support budgeting ane -fifth of our banchise fee toward membership in the
consortium. We have concluded, given progress m data, that these fulls may be befter used to support our
own effons W utilize mobile access, government, and educational channels on our own.
The attached Omer will authorize the aty's withdrawal from the Consortium
I should also note, iwwena, that we have been in communication and discussion with other member cities
and towns, and that the Consortium will be meeting on the Friday pion to the Council meeting to review our
concerns. While the Consortium has not been effective in meeting its onginal goals to date, them may be
some interest in revisiting the organization's goals and objectives. We contlnce to beliere that the Consortium
could be a ptential forum for the continued exchange of information on cable issues and joint action in regard
to am franchise concerns which may arise. It could also potentially provide a way of pooling puahasitg
power or expertise as communes begin b use their governmental and educational channels. Depending on
the mmube of Friday's meeting, w i should be in a better posi0on to recommend that this proposed action
either be taken or postponed to a future date.

WHEREAS, pursuant to Council Order 98-237, the Qty of Bangor is a member of the
Penobscot-Downeast Cable Consortium; and
WHEREAS, membership in said organization is no longer in the best interest of the City of
Bangor,
NOW, THEREFORE, be It Ordered That the City of Bangor shall terminate Its membership in
the Penobscot-Downeast Cable Consortium and be it further Ordered that the City Manager is
hereby authorized and directed to notify the Penobscot-Dowmeast Cable Consortium of this
Bangor City Council Order.
