CITY OF BANGOR
(TITLE.) Resolve, Expressing Support for a Zero Tolerance Enforcement Polity on Heroin and
Opiate Abuse
WHEREAS, opiate abuse, including the illegal use of heroin, has recently become a growing
problem In Northern and Eastern Maine; and
WHEREAS, as recently as two years ago, there was virtually no heroin problem in Bangor; and
WHEREAS, as this problem has grown, the U.S. Attorneys Office, the Bangor Police
Department and the Maine Drug Enforcement Agency have established a regional effort to
combat opiate addiction through aggressive enforcement and edumtlonal efforts; and
WHEREAS, the goal of this problem is to drive heroln out of this community and to return to
the situation as it existed in the recent past; and
WHEREAS, to be effective, this program must have the full support and cooperation of all law
enforcement agencies In Penobscot and Hancock Cantles as well as the committed
participation of local school systems, civic leader, parents, pees, and all members of the
community.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF BANGOR, THAT:
We hereby express our complete support for the efforts of the U5. Attorneys Office, the Maim
Drag Enforcement Agency, and the Bangor Police Department to eliminate the sale and use of
heroin in our community. We support a "Zero TolerariW enforcement policy and the
Proposed community wide education effort necessary to achieve this goal. We call upon all
levy enforcement agendes to cooperate in this effort and urge school and civic leaders,
parents, peas, and all members of this community to embrace and endorse this program and
the steps necessary to eliminate hemin abuse.
