consensus among the individuals serving on theseleclicn panel. ANer the recem mtervimv of
Ibethree finalisix deemed most attractive, in Cama of Capability and projected costs, the firm
oflbston Fox Tigue (BFT) was selected as the het choice boar the projects at hand.
BFT teemed wiNRury Banks Kemp (PBK), a long established Portland based agency and
provided a said praserr cation, which was considered to be the boort responsive to the issues
outlined by the Airport Department BFT would be the contracting agency and would
provide the lead in name ofereative input and quality control. MK would provide many of
the technical support fnnmiansou a s ocrad basis;
The Airport Department him had some experience in working with BFT end its principal,
Adrian Fox, as his was the covtrect-advalisiog agency for this New Englaad regional tourism
consortium "Discover New gnglalW". BFI's eftinis have clearly had a positive impact as
overseas visitor flows into New England especially from the (Jr. base increased
significantly dtuing the past several years Airportstsffhas also dismissed BFT's past
performance with the Darty Lewis, Maine State Tourism Director, who bas previously
worked with BFT.

Re: Selection ofAitport Advertising Marketing and Promotional Services Consultant.
The City received ten proposals for the Aimed advertising services from a variety of
advertising/marketing agencies— both local and Bon the Portland area. A selection committee
consisting of the Airport Director, Airport Sales Manager, the Community Information and
Marketing Coordinator and I carefully reviewed the ten proposals and selected three fins for
finder consideration. The three fins were Creative Design and Marketing fix., Hanson
Creative and Boston Fox Tips International, (bft Ivtematioval) all of Portland. Interviews wild
these fame were conducted by the selection committee on March 3, 2000 and the City Manager,
Councilor Crowley and Councilor Palma joined in the discussions.
Each of the throe firms demonstrated unique qualifications and made very good presentations for
the committee to consider. After eonsidemble discussion subsequent to the interviews, the
consensus was to select lift International as the fn best able m provide the advertising services
required by the Airport. The primary strengths attributed to bit were:
a. they provided the most complete and comprehensive proposal in their response to the City's
RFP;
b. bft lntemational will be affiliated with Perry Banks Kemp of Portland which purchases more
than $24,000,000 ui advertising per year (Creative Design purchases $4,500,MO and Hansen
Creative mach less);
c. lift Intemarional has abranch of in the DK and thus knows the European market;
d: they demoretra[ed the most professional approach to the Airport's requirements; and
e. they posed no potential conflict of interests with other clients (Creative Design has
represented the Portland Jetport in the past).
The contract award to bft International will be roferred to the City Council since anal was
will exceed $100,000.00.
