At the most recent Strategic issues meeting, the Council and with representatives of the Bangor
Nursing and Rehabilitation Center ro be updated on the transition of that facility from City ownership
to non-profit status. At that time, facility representatives requested that the City proceed with the
demolition of the Naval Reserve Center, the site of which is under option to the group as the
potential location of a new facility. Removal of the facility will facilitate planning and site testing
necessary for [his project to move forward.
R should be noted that at this time, a firm decision has not been reached on whether a new facility
will actually move forward. This decision is dependent upon the results of a capital campaign
feasibility study and a complete financial analysis taking into account various third parry
mar bumemerat systems.
At the same time, It is clear that the existing structures are beyond their useful life and their
continued presence on the property serves no purpose. Removal of these structures will facilitate
the reuse of this property, regardless of the results of the feasibility study.

The Strategic Issues Committee has recommended that we proceed to demolish the building. The
necessary funding has been approved in the recent bond order authorized by p Council.

Bangor, [o take any and all necessary steps to demolish the former Naval Reserve
Center located at 402 Essex Street in said Bangor and further designated In City records
as Assessor's Map 46, Lot 63.
