Responsible Department Ciry Manager
Each year the MMA member communities have an opportunity to vote for officers, executive committee
members and advisory committee members. The attached Slate of Officers has been proposed by the
MMA Nominating Committee. The Order i irects the Cty Clerk to cast Bangor's bellot for the slate as
prepared.
Additionally, the Order appoints Cty, Manager Edward 8anett as a voting delegate to the MMA annual
meeting, which will be held In Augusta in October, 2001.
This item was recommended and approved by the Government Operations Committee at their September
26, 2001 meeting.

MMA EXECUTIVE COMMITTEE
The MMA Executive Committee is made up of three Officers (President, Vice -President, and
Im sediete Past President), and nine Directors. The nine Dbectom serve staggered tbree-year
terms. The MMA Nominating Committee has nominated the following individuals to serve the
designated terms on the MMA Executive Committee:

Pumrant to the MMA Bylaws, the Officer peadfions of the Association must be filled by
individuals who have served as amember athe &=dve Committee for at least me year, and,
harbor, the Office aPreaident is to be filled by the cumene Vice President. Accordingly, the
Nominating Committee but proposed the following candidates for Officer positions:

In January 2001, the MMA Executive Committee appointed an Ad Hoc Committee on
Governance to look at the current governance stmctum of the Mawas Municipal Association and
to bring forty recommendatlons for them consideration. The Ad Hoc Committee met with the
current MMA Advisory Committee on February 28, 2001 to determine the validity, and need for
the Advisory Committee. Based on tins recommendation of the Ad Hoc Committee, the MMA
Executive Committee will put fold to the memberhip an amendment to the MMA By-laws that
would abolish the MMA Advisory Committee effective as of the MMA Annual Business
Meeting, Qtober 10, 2001.
The recommendation is based on the recognition that the establishment of the MMA Legislative
Policy Committee In the early 1970's has msutted in significant change to the policymaking
Process and committee functions within the Association; as a result, the nature and function of
the b9NA Advisory Committee has also changed over time; and, the belief that the Assaciation
will be better served by the appointment of special committees for specific purposes as the need
arises salver than a single permanent standing committee.
Since the membership will not vote on the future sterns of the MMA Advisory Committee until
the MMA Annual Business Meeting, the MMA Nominating Committee is obligmed to put fold
a proposed slate of officer to serve a two-year man in case the By-law Amendment does not -
pass. Therefore, the Nominating Committee is putting forth da, names of the following five
municipal officials who have graciously accepted their nominations:

Paramount to the hMgA Bylaws, nominations may also be made by a petition signed by a majority
of the municipal officers in each of at least 5 member munidpalides. Such petitions must be
filed with the hHvIA Executive D meter no later than 40 days prior to the date of the Annual
Meeting, which is Wednesday, Octaber 10, Ml. Amordingly, the deadline for nominating
petitions to be submitted to the Executive Director is Miday. Auasst 31.2001.
A petition form is enclosed for use by any municipality, which might wish to nominate an
additional candidate for an Executive Committee position. A candidate for the Executive
Committee or the Advisory Committee must hold an elective or appointive position in a camber
