The Business and Economic Development committee has held a number of recent discussions earth businesses
Met operated on leased land In the neighborhood! of the Airport regarding the possibility that the Cray might
sell trawe properties. Much of this discussion has occurred within the commit of a recently revised City policy
governing the sale/lease at Cityproperty. Generally, this polity indicates a preference for Droperties In bul In
areas, inducing Norse in question, m be leased. It also oudines circumstances under Mich a sale would he
considered. -
During these discussions, the business representatives presented a variety of reasons for their preference M
own these properties including a all to build equity for business purposes and, In some instances, a belief
Mat properties would be improved more readily if Me land was owns]. It was also poli ted out thatexed ng
womesses belleve Me newly adouted 00 tices not take into mnederatbn Me Mods and classes of eriMng
businesses.
City and Airport staff recommended that leass be continued because they pnwide a continuing source of
revenue for Bargain International and that lease revenue has became an important element of Me Airports
resenue mix and h an un5oing and dependable source of income.
Al its last meeting, Me Committee, on a 3-2 voted, supported a motion which would authorize staff to
negmtiaR terms ani conditions for possible sale of some or all of Mese properties. The Committee also,
however, indicated that such negotiations should recognize Me continuing Income mends of Me airport and
that the Committee and Council would consider sale on a case by case basis depending upon the terms and
conditions negotiated! as well as other possible factors including the currem and projected use of the property
("highest and best use']. .
Given the issues raised and Me wall of Winters expressed by all Pardee involved in Mis discussion, the

(TITLE.) Order, Authorizing City Staff to Negotiate Terms and Conditlons Under Which
Property Currently Leased in the Vicinity of Bangor International Airport Might be Sold
WHEREAS, the City of Bangor currently leases a number of properties in the vldnity of Bangor
International Airport W a variety of individuals and businesses who have eupressed Interest
in purchasing ttrese properties; and
WHEREAS, these propertles provide an important revenue source 0 Bangor International Airport; and
WHEREAS, the City recognizes that current lessees have reaeonable business interests in purchasing
- these properties; and
WHEREAS, the City also recognizes its obligation to insure a continued revenue flow from the lease Or
sale of these properties In order that the Airport, as an entaTtise fund, continues to operate
without me need for financial support from the City's General Fond; and
WHEREAS, the Oty also has an interest In encouraging appropriate development and redevelopment of
these properties and their use for the highest and best possible purposes.
NOW, THEREFORE, BE IT ORDERED BY THE CIT' COUNCIL OF THE CITY OF BANGOR, THAT:
On request of the lessees, City staff is hereby authorizetl to negotiate potential terms and conditions for
the sale of land currently leased from the City In the vicinity of Bangor International Airport, subject to
the recognition of the continuing income needs of the Almmt. Staff shall present such terms and
conditions to the City Council for Its approval. All parties to these negotiators shall recognize that the
City Council's under no obligation to sell these properties or to accept the terms and corMitons which
may be presented and that me Council will analyze each situation individually based on the results of
these negotiations, the current and projected future use of the property, and such other factors as the
Council shall determine to be appropriate.

these properties; and
WHEREAS, the City also recognes Its obligation W iraure a continued revenue Bow from catein of
Mew properties in order that the Airport, as an enterprise fund, continues to operate
without the neetl for financial support from the qty's General Fund; and
WHEREAS, the City also has an Interest in enceureging appropriate development and redevelopment of
