Responsible Department: City Manager The City's Code of Ethics prohibits members of the City Caundl and certain identified members of the Citys staff from soliciting conlributfors for the benefit of the City of Bangor or for the support of any Cly program or activity. This prohibition may be waived for solicitations expressly authorized by City Council Order. While the National Folk Festival Is not a direct City program or activity, the City Is a financial sponsor and will be heavily involved in this effort. Mayor Rohman has been requested W provide letters of support for the Festival's fund raising efforts and may be called upon to be a member of delegations that will be visiting Potential major donors. In order to insure that no issues arse regarding the Code of Ethics and in recogr oon of the high level of support which will be required to Insure the Festival's success, the attached Council Order will authorize solicitations for this purpose. Please note that contributions will be made to and handled by the Fesdval organization and not the City of Bangor. I would also note that the primary fund raising effort will be handled by the independent organization charged with producing the festival. The Cilys efforts will be guided by the overall strategy developed by this organization and will be supportive in nature. ueyaru Manager's Comments: This item was reviewed at the last Strategic fasues Committee meeting and recommended far formal approval. Several members of the Council did ask that the Council Chair and staff keep them apprised of the specific efforts undertaken. WHEREAS, the City of Bangor has been selected as the site of the National Folk Festival for a three year period baginning in 2002; and WHEREAS, tMs (estival will bring significant numbers of v1stors W our co nmunity and highlight the Oty of Bangor and its downtown and watarhont areas; and WHEREAS, it will also allow our residents to paroc pan: in an event which will provide both entertainment and education as to the cultures of our region; and WHEREAS, in order to be a success, festival organizers must raise significant financial support from a wide variety of sources; and WHEREAS, while Mus event Is not: a direct City program or acUvity, the Qty of Bangor Is a sponsor of this event and will provide both monetary and in-kind support; and WHEREAS, given the tdrat of the potential public benefit of this event and to insure that no Questions arise in regard M the provisions of the Ode of Ethics governing solicitation of Funds by City offidals, it is appropriate for the Coundl to specifically authorize 15 officals to partidpme In and support these fund raising activities NOW, THEREFORE, BE R ORDERED BY THE CRY COUNCIL OF THE CRY OF BANGOR, THAT In accordance with Chapter 33 Section 33-9.1 A.
