Commentary:
For some time, the City Council has been reviewing a Proposal W amend the City Charter W adjust
Counal Compensation. ThIs recommendation has come forward from a citizen's committee which
independently umlertook a review of compensation, including a comparison of the compensation paid
to other Councilors throughout the State. -
The attached amendment would increase compensation from Its current $400 per year, an amount
which has been in effect since the 1950's, W $2,000 with an additional $500 for Council Chair. It
would also provide a mechanism under which Council compensation may be adjusted annually in an
amount no larger than the Increase provided W social security recipients.
A public heading must first be held on this order. Following the hearing, the Council must take anon if
it desires this item to appear on the November ballot.

CITY OF BANGOR
(TITLE.) Order, proposing Amendment to Bangor City Charter, Article II, Section 2, City
Council —City Council Compensation (With Annual Adjustment).
WHEREAS, Me current level of City Council compensation was established in the 1950'5 at
$400 per year; and
WHEREAS, service on the City Council requires a significant contribution of time and may
result in individual members foregoing other compensation and incurring out
of pocket expenses far in advance of compensation received; and
WHEREAS, the current level of compensation may serve as a disincentive to citizens
wishing to seek election M the Council; and
WHEREAS, an independent citizens group has reviewed compensation levels in other
Maine cities and has recommended that Bangor's compensation levels be
increased and that a procedure be established to insure regular adjustments to
these levels; and
WHEREAS, in order to implement Mese changes, an amendment to the City Charter is
required.
NOW, THEREFORE, BY THE CITY COUNCIL OF THE C3[1T OF BANGOR, BE IT ORDERED
That the following amendment in Article q Section 2, of the Bangor City Chaser be placed on the
ballot of Me next regular municipal election, to be held on November 6, 2001, for approval by the
qualified! voters of the city of Bangor in accordance with Me O A M.R.S.A. Sections 2101(1) and
2105:

There shall tie elected at large from the qualified voters in said city a City Council amusing of nine
members. At the first election under the act there shall he elected nine members of said City Council.
No meter shall vote for mare than nine. The three candidates receiving the largest number of votes at
said election shall hold office for three years, the three receiving the next largest number of votes shall
hold office for two years, and the three receiving the next largest number of vote shall hold office for
one year.

Thereafter at each annual municipal election there shall be chosen at large three members of the City
Council to held office for a term of three years. No voter shall vote for name Man three. Each member

Hearing on a Proposed Amendment W the Bangor City Charter on September 10, 2001
