Respomlble DepartneriE City Manager For some time now, a group of service center municipalities has been wording to organize the Maine Service Center Coalition, an organization designed to strengthen the abil"M of these sevice centers W meet the challenges dust they face. The City of Bangor has been heavily involved in the effort to bring this organization m reality. The organization has scheduled its first formal meeting for September 6. 2001. At that time, officers and an executive committee will be elected and work will begin on the organization's agenda. Included in this agenda will be many of the issue: long advocated "a City of Bangor and e nuandal for the long-term health of our community. The attadnd Resole will authorize the Citys membership and dug and designate the City Manager and the Intergovernmental Affairs Coordinator as the City's representathm and alternate to this organization. The organization's dues are set at ten cams per capita. For Bangor, this will be $3,147.30. These funds will be used to meet organizational expenses and to provide a source of funds for the advocacy efforts we anticipate undertaking In pursuit of the service center agenda. State Planning Office, September, 1998) provided Important Information regarding municipalities which serve as "servlca centers" in their respective regions; and WHEREAS, the Task Force report Identified the crudal role of these communities as centers of job creation and for the delivery of critical services to surrounding regions; and WHEREAS, the Task Force report provided Important Insights Into the remarkable similarities of Issues faced by service center communities, regardless of significant variations In size, appearance and location; and WHEREAS, the Task Pone report identified more than twenty-five factors to assess the status of Maine's service center communities; and WHEREAS, the Task Force report concluded that the demographic and economic vitality of many of the State's service center communities has been weakened as a result of the exodus of middle Income families, the reverse migration of dependent populations, the erosion of retail trade, slow job growth, and high property tax rates and burdens required to maintain Infrastructure and reglonal sevices; and WHEREAS, the Task Force report Identified a series of policy recommendations; and WHEREAS, the Maine Municipal Association Executive Committee has endorsed the establishment of an organization, within the policy and governance framework of the Association, to provide a framework for representatives of service center communities to meet with their counterparts In communities throughout the state to discuss Issues of common concern and M enhance their effectiveness in articulating and advocating for service center communities; and 01-326 WHEREAS, the Maine Service Centers Coalition is being formed with a mission to provide a mechanism to artiaiate the needs of service centers to elected officials; th educate the citizenry as to the Importance of healthy and thriving service centers; and to network and collaborate with all municipalities In the pursuit of promoting opportunities for all who visit, work or live in Maine; WHEREAS, NOW, THEREFORE: BE IT RESOLVED BYTHE CITY COUNCIL OF THE CITY OF BANGOR THAT membership in the Maine Service Centers Coalitlon is hereby approved and the payment of the Membership Dues for 2001-2002 is authorized. For purposes of voting at the September 6, 2001 Inaugural Meeting and other future acdAes, our municipality's designated representative will be Edward A.
