The purpose of this amendment is to eliminate the condition that a property situated in the Rural
Residential & Agriculture District be serviced by City water and sewer before such property may be used for
a church use. This will permit churches to be built In Me RR&A with subsurface septic systems and wells.

Manager's Comments:
The City has several churches currently in the RR&A zone which are on septic systems and wells.
Representatives of Mese churches recently appeared before an Infrastructure Committee meeting to
support this change which will eliminate Meir grandfathered non -conforming status. At the same
meeting, representatives of City Engineering and Code Enforcement indicated that appropriate well and
wood systems can be designed depending upon the location and size of the facility. Infrastructure

D. Conditional uses. Subject to Planning Board' approval under the provisions of§165-9, Me following uses.

(1) Quarres and gravel pits, provided that they meet the requirements of Article Vl.
(2) Animal pounds, kennels, animal hospitals and animal clinics, provided that snob mealities are
located at least 100 fees from any residential district and a1 least 150 ked from any residential
building on an adjoining parcel.
(3) Tenting and camping areas, golf courses and driving mnges (except miniature golf courses),
provided that
(a) They are located on the following adeaial highways: Route 15 (Broadway) and Route
222 (Union Street).
(b) Such facilitiu are out back at least 50 feet from the street right-of-way line.
(c) Access drives are so located and designed to provide free, membetructial views of
vehicles Exxon the drives and from the street and adequate stopping sight distances m
such drives are available on the street.
(d) Radio and television Instant, provided that such facilities are located:rot less than l00fiect from -
any property line and not less than 150 feet from any existing residential building.
(5) Places of worship, provided that each site development is located on a major arterial strua said
