Item/Subject: Resolve, Adopting and Establishing the Vantagecare Retiree Health Savings
Plan for certain employees at Bangor Fire Department

The attached Resolve will formally establish the Vi ntapeoare Retiree Health Savings (RMS)
Plan for unionized employees at Bangor Fire Department. The RMS plan Is administered by the
International City Management Association - Retirement Corporation (ICMA-RC), Me same
organization administering Me City's 401(a) retirement plan and 957 deferred compensation plan.
The City's adoption of this plan sables and concludes grievances that were gentling at the Fire
Department relating M the transfer of Dispalch duties M Me Police Department
ICMA-RC recommends use of Me attached! Resolve which outlines the relationship between
Me City and ICM -RC and designates the City's Human Resource Director as the Plan Coordinator.
We would note that additional RHS plans will be forthcoming for other employee groups as
well over Me next several months as Me opportunity M partid"te is extended! M various sections of
our employee workforce.
The establishment of this Plan was previously discussed with Me City Council in Evacuative
Session and your approval is recommended.

CITY OF BANGOR
(TITLE.) Resolve, Adopting and Establishing the Vantagecare Retiree Health Savings
Plan for certain employees at Bangor Fire Department
WHEREAS, the City of Bangor, Maine (employer) has employees rendering
valuable services; and
WHEREAS, the establishment of a retiree heath savings plan for such employees
serves the Interests of the Employer by enabling it to provide reasonable security
regarding such employees' heath needs during retirement, by providing Increased
flexibility in is personnel management system, and by assisting in the attraction
and retention of competent personnel; and
WHEREAS, the Employer has determined that the establishment of a rebree heath
savings plan to be administered by the ICMA Retirement Corporation and/or its
affiliates serves the above objectives; and
WHEREAS, the Employer desires that Its retiree health savings plan (the "Plan") be
administered by the ICMA Retiremelit Corporation and/or Its afflllates;
NOW, THEREFORE BE IT RESOLVED, that the Employer hereby adopts the Plan in
the form of the ICMA Retirement Corporation's VantageCare Retiree Health
Savings Plan.
BE IT FURTHER RESOLVED that the assets of the Man shall be held in bust, with
the Employer serving as trustee, for the exclusive benefit of Man participants and
their beneficla les, and the assets of the Man shall not be diverted to any other
purpose.
BE IT FURTHER RESOLVED, that the City of Bangor Human Resources Director
shall be the coordinator and contact for the Plan and shall receive necessary
reports, notices, etc
