The Bangor Travel Soccer Team is planning a ten day trip to Europe in June which will Include a visit m the
community of Bangor, Wales. While in Bangor, the team will have a Gaining session with a professional
coach, have a game with a local soccer team, and visit a local school and meet with local olfhcob. The team is
requeetng a $2,000 donation been the Oty of Bangor. The overall budget far this trip Is approximately
$35,000, and team members and supports have raised all but $4,000 toward this total.
This request was presented a tW Finance Commitce Wes Wednesday. During the discussion, trip organizers
indicated that adding the trip to Bangor Wales Increased the costs associated with me trip by about $300 per
each of the eighteen youth who will be participating. There was considerable dgxesion around the issue of
the value of the trip to Bangor Wales in light of the infrequent but continuing contacts which have faun place
between our two communities over the years.
Considerable background matenal on this request was induced in are agenda packet for lag week's Finance
Conmlltee Meeting.
The Finance Commitee voted to recommend that the Council provide the requested support. Please note that
enough Councilor Farrington voted to support full Councll consideration, he did express some reservations In
light of Coe CWs limited resources, the potohtial for further requests for simper support in the future, and the
relatlway Ilmi[e! number of participams who would be involved in the trip.
The atnrined order would authonim the transfer of $2,000 for this purpose from the General Fund's
wntingency account.

WHEREAS, the Bangor Travel Soccer Team is undestadng a European trip whiclt will Include a visit to
the Community of Bangor, Wales; and
WHEREAS, while In Bangor, Wales, team members will represent the City of Bangor, Maine In a
number of events including an edilbidon game with a local team and visits to schools and
community officials; and
WHEREAS, this organization has raised approdmately $31,000 of the $35,000 required to finance this
trip; and
WHEREAS, the Inclusion of Bangor, Wales on the team's itinerary has increased the costs assoclated
with this trip by approdmately $300 per team member; and
WHEREAS, over the years, the City of Bangor has been visited by officials and citizens of the
coromuncy of Bangor, Wales; and
WHEREAS, the publicity and good will engendered by the vis0 of the team he Bangor Wales will benefit
the City of Bangor.
NOW, THEREFORE, BE 1T ORDERED BY THE CRY COUNCIL OF THE CRY OF BANGOR, THAT:
The amount of $2,000 Is hereby transferred from the General Fund Contingency Account to an account

Dear Council Members:
The Bangor U-14 Boys Travel Soccer Team is planning a 10 -day excursion to England
and Sweden. Head coach tam smith, a family physician practicing in Bangor,
assistant mach Bob Hoke, an U.S. Marshall, and trip coordinator Bay Pelletier, a
professor at the University of Maine will lead the trip. All three are parents of players
n the U-14 team and serve as the coordinating committee for this multifaceted
program. In setting goals, the group sought to create an experience that would
develop athletic acumen and cultural awareness while allowing the team members to
play roles as ambassadors of good will in behalf of Bangor and the state of Maine.
The guiding principle of the coordinating committee was also to guarantee funding
for all players interested in participating regardless of their ability W pay. As a result,
this project will only see the light of day if the following fund-raising formula is
successful: the boys and their parents must be active in raising one third to one half
of the funds required and the coordinating committee will oversee fundraising in the
business. community and among endowments that support the educational and
developmental opportunely that we are attempting to make available to our children.
Weare writing today to apply for a$2,000 grant from the City of Bangor. Among the
noteworthy aspects of our proposal are: 1) the promotion of the Bangor, Mil -to -
Bangor, Wales relationship; 2) the educational value that the planning team has
placed on the experience; and 3) the attention paid to aspirations by. involving all
players as active contributors to achieving project goals, bath fundraising and
programmatic. With regard to the first of these, the coordinating committee felt that
one way to generate Interest in cultural difference was by creating a. link to
something Nat Europe and the U5. have in common. In this case, It was a name. By
simultaneously establishing a connection W our past and to cultural c itferences, our
interest was in making this excursion an educationalexperience for our sons and an
adventure that would be of Interest to the community. We would like for the Council
to note that a visit to a Bangor, Wales school has been scheduled in our trip and [hat

we hope to plant the seed for Continued educational and possibly business
relationships with that chy. Indeed, we propose to encourage dialogue between
museums on both sides of the Atlantic ocean for the purpose of possibly trading
shows (photographic, artistic, and of artifacts), between schools for the purpose of
exchanging students and faculty, between sport teams since we will surely welcome
their teams to come visit us in Maine. Thus, while we feel that this trip is
educationally important to the teen-agers who have been raising money tirelessly for
the part six months to earn their way, we also feel that it is in the best interest of the
.city Of Bangor.
A copy of a proposal outlining nor goals, the rationale for Ne project, a plan of
operation, expeQed.outcomes,the proposed itinerary, a budget, and an outline of our -
fund-raising activities is enclosed.
The U-14 Boys' European Tour is supported by the Bangor Travel Soccer Club, which
is recognized by the IRS as a non-profit organization, To# 01-0491426. A letter
attesting to our tax-exempt status is attached along with informationabout the
parent Bangor Soccer Club. To date, our group has raked over $20,000 thanks to the
dedication of parents and players to the projects outlined in the Fund -Raising
Activities section of the attached proposal
