As the CxmdI will recall, staff had previously been authorized W submit a grant application M the Office of
Substance Abuse as part of an effort W implement the eduabon and prevention remmmentlations of the
Special Committee on Opiate Abuse. We have recently been nagged that this application has not been
funded; however, OSA has proposed an alternative which wound allow Peter Arno, a Barg rr police Lieutenant
Mo has spent the last year working on drug abuse reduaion efforts wish the Maine Drug Enfw amen
Agency, to continue in that assignment for an additional year.
OSA has offered W provide, through the mechanism of Its existing wMrsct with Acadia Hospital, $50,000 th
allow Ileubmam Amo to continue and expand the work he has begun over the lastyear. Both Qllef Winslow
and Usual Amo have indicated their support for this proposal. The attached! memorandum M the
Community Advisory Group provides greater detail on the duties and responsibilities which would be taken on.

ORDERED, THAT
The City Manager is hereby authorized to enter Into a contract with Acadia Hospital for the
purposes of providing funding for drug abuse education and prevention efforts targeted at
Opiate abuse. These funds shall be used to support the continued detailing of a Bangor Police
Lieutenant to the Maine Drug Enforcement Agency to work on drug prevention and education
in support of the recommendations of the Special Committee on Opiate Abuse. The Police
Department is also authorized to fill the shift supervisor position which will be left vacant by
this effort.

We have been notified by the Office of Substance Abuse that our grant request for
education and prevention activities has not been selected for funding. The State has,
however, proposed an alternative.
Peter Arno, a Bangor Police Lieutenant who has been assigned to the Maim Drug
Enforcement Agency, is scheduled to return to his regular dudes with our police
department in the near future. One of his assignments has been to work on public
education, and he has made numerous presentations on heroin and opiates to schools
throughout the region. A number of groups, including the Maine Drug Enforcement
Agency and the U.S. Attorney's Office, have urged that he continue in this current role
with MDEA.
The Office of Substance Abuse has offered to make funds available to allow Peter to
continue and expand these efforts over the coming year.
I have had a chance be discuss this possibility with both Lieutenant Amo and Chief
Winslow, and they have indicated their support for this continuing assignment.
The proposed duties and responsibilities that would be included in this assignment are:
• Continuing the current effort of making presentations to schools and school
related groups throughout the region;
• Convening a meeting of local school districts to discuss how to follow-up on
these presentations with additional school based educational efforts;
• Reviewing the data from the on-going community assessment to determine
whether any new information needs to be added to the existing law
enforcement education efforts;
• Acting as a liaison between school districts and law enforcement to keep
educators up to data on drug use trends;
• Assisting in educating local and regional school district personnel on the
results of the regional health assessment as it relates W substance abuse;
• Serving as a catalyst to bdng local educators together to discuss their drug
prevention curricula, share ideas and programs, and work to establish a local
multi -district group which can continue communications between school
districts on drug education and prevention efforts;
• Serving as a liaison from law enforcement to other regional groups that are
working on drug prevention and education efforts;
• Continuing as a liaison between the Community Advisory Group and local law
enforcement.
The Office of Substance Abuse has indicated that they have about $50,000 available for
this purpose. We also understand that the Maine Drug Enforcement Agency will
continue to provide the City of Bangor with a small stipend toward offsetting Lieutenant
Amo's salary. These funds are only available as an amendment to an existing contract
between OSA and a local agency. OSA has suggested that they be muted through
Acadia Hospital's existing contract. Acadia would then contract with the City of Bangor
and/or the Maine Drug Enforcement Agency for Lieutenant Amo's salary.
It should also be noted that such an arrangement would require approval of the Bangor
City Council. Lieutenant Arno's supervisory position with the Police Department has
been unfilled over the past year. If this assignment is to continue for an additional
year, we will have to fill this position to meet our department's needs.
The recommendation of the Special Committee on Opiate Addiction for education and
prevention was: "In accordance with the Committee's recommendations on education
and prevention, a multidisciplinary group will initiate an independent community
assessment designed to clarify the nature and extent of the drug abuse problem in this
region and to develop an education curriculum to address this problem."
The Community Health Assessment Is already underway under the auspices of Eastern
Maine Healthcare. More than 800 households have been surveyed and the school
surrey will start soon. The final report is promised for the end of June.
Based on the Community Health Assessment and the ability to utilize Peter Arno to
continue both immediate education efforts and serve as a catalyst to bring school based
education and curriculum efforts together, i would recommend that we pursue this
option as a means of meeting the intent of the recommendation of the Special
Committee.
