City Manager FR: Don Nurture Police Chief DT: February 16, 2001 R6: Digiml Cellular Phones As you may recall, severed months ago I presented a number of drug forfeiture hand purchase recommendations to the Finance Committee. The recommendations were the result of the work of cross-finetional team I had assembled here at the police department. At the done the team recommended tire[ $5000 be set aside in order to convert am existing mtalog cellular phones to digital, and add three new phones to our service. Analog phones are subject to monitoring and we have }end occasions where this has been a problem. Recently we have been experiencing a number of cases volving noise interference. Digital phone conversations are secure and not subject to interference. The dance new phones would be used by the Special Response Team (SRT) and the Hostage Negotiation Team, met would make an additional phone available to detectives. when the recommendation was made our service provider, UNeI, could not provide reliable digital service. Subsequently the Finance Committee decided to defer this change and the service became more suitable. Since my presentation to the Finance Corrine, there have been anumber of digital towers erected or our service area and Unicel has seemed us thaz service will be reliable. In discussions concerning cost I have learned Naz I can replace the existing twelve pMnes and add the three new ones for under M. The service charges would increase about $7S each month. I would like to request permission to go ahead with the purchase using forfeiture funds. The assume presently has $42,000 of uncommined fiends.
