Resolve, Calling Upon the State of Maine to Provide Additional Funding for the Office of Substance Abuse WHEREAS, the State of Maine is experiencing a dramatic increase in the number of individuals who are addicted to opiates, either in the forth of heroin or other diverted prescription medication; and WHEREAS, this problem has recently been recognized as a major issue in both Penobscot and Washington Counties; and WHEREAS, in some of these areas, such as Washington County, funding and resources are not available to effectively address this problem, particularly since the needed treatment infrastructure is lacking; and WHEREAS, a significant need also exists to enhance the substance abuse services available to individuals incarcerated in Maine's prisons and County jails; and WHEREAS, further, recent research in opioid addiction has indicated that new drugs and treatment methods may became available in the near future which might be suited to Maine's rural nature and the dispersed population In need of treatment; and WHEREAS, the State must develop and implement a comprehensive state-wide plan and program to address the issue of substance abuse; and WHEREAS, while federal funding may be available to address some of these problems, State matching funds must be made available to access this funding source; and WHEREAS, in addition, federal funding may not be available to address all of the issues of oploid addiction which have been documented, in part, in the Final Report of the Committee on Opiate Addiction. NOW, THEREFORE, BE 1T RESOLVED BY THE CITY COUNCIL OF THE CIT' OF BANGOR, THAT: We hereby call upon the Governor and the State Legislature to provide the necessary resources W the Office of Substance Abuse to allow that agency to implement a comprehensive state-wide strategy to address substance abuse issues, particularly opiate addiction. This should include providing the necessary resources and approvals to seek and match federal funding, expanding the treatment programs available to Maine's incarcerated 01-103 population, and developing and implementing treatment programs in Washington County and other rural areas of the State. Further, the Office of Substance Abuse should be strengthened to insure that adequate capacity exists to develop and Implement rural treatment models suited to Maine's character and nature and to insure that the Office is positioned to move rapidly to implement new treatments for opioid addiction anticipated to become available in the near future.
