CITY OF BANGOR
(TITLE.) Resolve, Calling Upon the State of Maine to Increase Funding for the Maine Drug
Enforcement Agency.
WHEREAS, while Federal funding has remained relatively stable, State funding for the Maine
Drug Enforcement Agency has declined from $1,723,002 in Fiscal Year 1991 to
$796,833 today; and
WHEREAS, as a result, the number of agents state-wide has declined from 62 to 34, of whom
ten are contributed by local law enforcement agencies; and
WHEREAS, today, MDEA staffing in the Bangor Field office has declined to seven (three of
whom are Contributed by the City of Bangor) while the ofice is now responsible for
a four county region including Penobscot, Hancock, Piscataquis, and Somerset;
and
WHEREAS, the U.S. Attorney's Office, which is responsible for prosecuting many of the cases
generated by MDEA has recommended that ten agents be available for Penobscot
County alone, with five additional agents each for Hancock and Washington
Counties; and
WHEREAS, at the same time, this region has seen a significant Increase in the sale and use of
heroin and the diversion of opioid prescription medications; and
WHEREAS, a reduction in the supply of heroin and tighter control over prescription medication
will increase the sheet value of these drugs and serve as a disincentive for their
use.
NOW, THEREFORE, BE IT RESOLVED BY THE CIT' COUNCIL OF THE CITY OF BANGOR,
THAT:
We hereby call upon the Governor and the Members of the State Legislature to provide
additional funding far the Maine Drug Enforcement Agency to insure that this Agency is able to
fully and effectively respond to the threat posed to our region by heroin and other opioids and
to assist us in our effort to respond to this issue in a comprehensive manner.
