represenbNves.
This group will not only allow for continued public partitlpatlon In this process, it will also build upon and
hopefully expand Me collaborative relationship which has been established to date and allow Me cammuntty
as a whole M continue to eRati"raspond M the threat and problems posed by opiate addiction.

CITY OF BANGOR
(TITLE.) Order, Establishing a "Community Advisory Group' for the Proposed Opioid Addiction
Program of Acadia Hospital as a Special Committee of Me City Council.
WHEREAS, the Final Report of the Special Committee on Opioid Addiction recommends that a
Community Advisory Group be established W work with Acedia Hospital W Insure continued
public Input into Opioid Treatment Programs, including methadarre maintenance; and
WHEREAS, Me City Council wishes m implement this recommendation in furtherance of the
collaborative effort between the City of Bangor, Ac"a Hospital, and the State Office of
Substance Abuse which is recommended by the Special Committee; and
WHEREAS, the existence of such a Group will ensure continued public participation in this program,
particularly in regard to gathering the recessary information to gunge community impact
and In Identifying steps which can be taken to minimize any negative impacts which might
be associated with won a program; and
WHEREAS, both Acadia Hospital and the State Office of Substance Abuse have indicated their support
for such an Advisory Group.
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR, THAT:
In accordance with the Code of Ordinances of the City of Bangor, chapter 9, Section 9.9, a Community
Advisory Gmup to the Opioid Addition Program of Acadia Hospital is hereby established as a Special
Committee of the City Council.
PURPOSE. The purpose of this Group is to insure continued public Input and comment into the
Process of establishing a community responsive Opioid Treatment Program, Including methadone
maintenance, particularly in regard W information which should be gathered W gauge community
Impact, steps which can be taken to minimte negative impacts, and to foster continuetl close
collaboration between Mose associated with the program, law enforcement, and neighborhood and
community representatives. Specifically, the Group shall:
• Advise Acadia Hospital on program operation, particularly as relates to potential community
Impact, law enforcement, and how the program's structured to recognize client
confidentiality and privacy while insuring that information Important to the police and policy
makes be made available in a timely and appropriate fashion;
• Mani or and periodically report on the status of the various recommendations of the Special
Committee on Opiate Addiction, with special emphasis on those the Committee Identified as
to be either initatetl or completed prior M opening a methadone treatment progrem;
• Assist Acadia Hospital in developing a program evaluation process, particularly in regard W
community Impact, and in conjunction with an outside evaluator IT one Is funded;
• Identify and communicate to program staff any problems in either the Immediate area of
the treatment program or in the community as a whole which may be associated! with the
program and developing recommendations on how these might be addressed;

• Work with program staff to identify regional trends in opioid addiction;
• Monitor program compliance with the various assurances which have been made during the
developmental stage of the program including those made to the Special Commldee on
Opiate Addition as reflected in that Committei Final Report;
• Receive continuing education from program staff on new therapies for and research on
opioid addiction, especially as this information may Impact community issues.
The City of Bangor recognized that clinical decisions must be made by program staff waking under
guidelines established by the Board of Directors of Acadia Hospital, various gow:mmental agencies,
professional associations, and accrediting groups.
COMPOSITION. The Community Advisory Group shall be initially composed of the following:
• Three representatives of the Clry of Bangor designated by the Council Chair who are
residents of the City of Bangor;
• Three representatives of Acadia Hopsitzl designated by Acadia Hospital;
• One representative of the Bangor Polite Department designated by the Chief of Police;
A representative of the State Office of Substance Abuse designated by the Director of the
Office of Substance Abuse;
• A representative of the neighborhood in which the methadone treatment program Is
located, to be selected by the representatives appointed by the Bangor Oty Coundl Donau
and Acadia Hospital and who is a resident of the City of Bangor;
• A representative of an educational institution or organization to be selected by the
representatives appointed by the Bangor City Council Chair and Acadia Hospital.
In addMory the Advisory Group may, with the concurrence of the representatives appointed by the
Bangor Ory Council Chair and Acadia Hospital, designate other Individuals to become members of the
Advisory Group as the Group may feel necessary or appropriate. While recognizing that the best
Informed and most experienced individuals should serve on this Group, where possible and appropriate
the representatives appointed by the Bangor Oty Council Chair shall give preference to residents of the
City of Bangor when appointments on the Community Advisory Bard are considered.
TERM OF APPOINTMENT. Appointments to the Group shall be made for one year terms which may
be renewetl at the option of the appointing authority.
REPORTING RELATIONSHIPS. The Advisory Group shall make regular reports, in the form of
minutes of meetings or other communications approved by the Group, to the Bard of Directors of
Acadia HospRal or a subcommittee W the Bard as determined by the Bard, the Bangor City Council
or a designated Council Committee, the Directors of the Ophad Addiction program and Acadia Hospital,
the Director of the Office of Substance Abuse, and the Commissioner of the Department of Mental
HaBh, Mental Retardation, and Substance Abuse Services.
MEETINGS. During the Initial phase of program implementation, this group shall meet monthly or
mare fequemtly as needed. At the discretion of the Goup, meetings may subsequently be held on a
less fregarit bask. Meetings shall be open to the pudic with prior pudic notice in accordance with
the Freedom of Access law of the State of Maim.
STAFF SUPPORT. Staff support for this Gmup shall be provided by the City of Bangor and Acadia
Hospital, as designated by the City Manager and the President and C.E.O. of Acadia Hospital.
TERM OF EXISTENCE. The Community Advisory Group shall remain In existence for an initial term of
three years, ending February 1, 2003. At that time, the Group shall determine whether a need remains
for As continued existence and should make a recommendation as to It continued existence to the
Acadia Board of Mr actors and the Bangor City Council.
EFFECTIVE DATE. This Order shall become effective upon ire adoption by the City Coundl and its
acceptance by Acadia Hospital.
