Re:
Architectural and Engineering Services for City Projects
The City currently contracts with two local firms for architectural and engineering
services for various small to medium sized projects that the City undertakes throughout
the year. The contracts for the fines; Carpenter Associates of Old Town and WBRC of
Bangor, have expired and we have requested letters of qualifications from aura
architectural/engineering firms.
Eight submittals were received and reviewed by a selection committee consisting of the
department heads most involved with constmction or renovation projects. Committee
members are Fmnk Comeau, Parks and Recreation, Mike Dyer, Bass Park, Alan
Kochis, School Department, Jim Ring, Engineering and myself.
The committee narrowed the field to three fens and subsequently interviewed each.
After much deliberation it was decided that the two firms currently providing services to
the City should continue and that Ames Corporation should also be given the
opportunity to provide services. Each firm will provide a"niche"for the City's
requirements:
1. Carpenter and Associates will continue to provide services involving
renovations, structural and mechanical systems projects.
2. WBRC will continue to be involved with larger building renovations,
building additions and expansions.
3. Ames Engineers will provide services for civil projects not undertaken by
our Engineering Department and building projects not handled by WBRC.
Our previous experience with Carpenter Associates and WBRC has been very good
and the relationship with both inns has been a great help to the City. The addition of
Ames Corporation W the mix should provide even greater support for the City's
requirements and prove beneficial to our user departments.
It is contemplated that the City will enter into a three-year professional services contract
with the three firms and that the contracts will have the option to renew for one
additional three-year period. In addition, the contract will also contain a termination for
convenience clause far the City's protection.

By this memorandum I recommend that the City award professional service contracts to
Ames Corporation, Carpenter and Associates and WBRC.
