After five months of Intensive work, the Special Committee on Opiate Addiction, composed of three members
of the City Council and three members of the pop of Acedia Hospital, has mw wmplebed its final report.
Copies of this report have been made available: to you under separate cover and have also been provided to
the State Department of Mental Health and W other interested parties.
Given the snipe of the Committee's work, it has advanced a large number of recommendations in such areas
as law enforcement, education and prevention, and treatment As Is often the ase, this report, while the end
of one process, also a the beginning of significantly more work as our region attempts tip address the full
range a issues associated with opiate addition.
Given the scope a the report, the atbtlhnd order also directs staff W work towam implementing those
reocrinamendattons which fall within the range of responsibility athe City of Bangor. Of pamcular Impptance
are those recommendations which cell for establishing an ongoing collaboration between law embnoement
and treatment Providers; working toward designing and Implementing a regional education and prevention
program; and putting form our best effort to find alternatives to serve Maim's rural areas, such as Washington
County, which have large and graving problems.
Of vehicular note, the report remmmends that a Community AdAmry Group be established tip work aim
Acadia Haspibl m insure continued public involvement in the process of establishing their opioid treatment
program, including methadon maintenance, as a mechanism for continuing the work athe Special
Committee. I anticipate that a more detailed proposal will come forward in this area from the Special
Committee as It completes its term this month.
The City should continue W work with Acedia and others to mmimbe the impart of opioid abuse In our region,
imtuding any Impacts which might be ass xIsted with a methadone maintenance program.

to Take Certain Actlons Toward Implementing Those Recommendations Whin the Purview of the City
of Bangor
WHEREAS, in August 2000, Me City Council of the City of Bangor established a Spedal Committee on
Opiate Addiction W undertake a comprehensive review of the Issues surrounding opiate
addiction in our region, Including establishing a methadone treatment: program;and
WHEREAS, this Committee has waked Intensively for five months and developed a series of
recommendations on such Issues as education and prevention, law ad«cemen4 and
treatment; and
WHEREAS, the Committee has now completed Its Final Report and made it available to the City of
Bangor, Acadia Hospital, the State Department of Mental Health, Mental Retardation, and
Substance Abuse, and other Interested parties.
NOW, THEREFORE, BE IT ORDERED BY THE CIT/ COUNCIL OF THE CITY OF BANGOR, THAT
The Final Report of the Special Committee on Opiate Addiction is hereby accepted and City Staff Is
directed to work toward implementing Mose recommendations which fall within the Whew of the City
of Bangor. Spedficelly, staff is directed to work toward establishing an on-going collaboration between
law enfomement and opioid treatment providers; assist in the creation of a multi -disciplinary working
group to undertake a community assessment of substance abuse bends and develop a community
education and preventlon curriculum; continue to monster the progress of new therapies Including but
not limited W buprenorphine; assist the State and others in Identifying and obtaining sources of
funding to address rural delivery motley and provide on a rcem in Maine% lees urban areas; and work
toward establishing the Community A Isory Group recommended by the Special Committee.
