Commentary:
The attached order will establish a special committee on the future of the Bangor Auditorium. ThIs committee
represents a continuation of our efforts to move forward toward replacing one Auditorium. It purpose Is to
advise the Qty Council and other interested oyaniumons on a number of issues, including how to finance a
new facility, as 920 an design, location, and governance structure.
This proposal differs from our standard appmson in several respects. Rrst, it Is a fairly large Committee (up to
17 or ad membri) and the Committee wound also he authorized to add additional members as it saw fit

would have somewhat greater autonomy Man many committees have, in that along with expanding Its own

CITY OF BANGOR
(TITLE.) Order, Establishing a Special Oommittes on the Future of the Bangor Auditorium/CNic Center
Whereas, on June 12, 2000, the City Council adopted a Resolve Entitled, "Stating the Goals of
the City of Bangor Regarding the Capital Needs and Future of the Bass Park
Complex; and
Whereas, this resolve indicated the sense of the Council that the current Auditorium and Civic
Center should be replaced With a new structure; and
Whereas, this resolve pledged the City's best efforts to work with all interested parties to
evaluate options and to explore financing options to be pursued; and
Whereas, since that time, the Bangor City Council has held a series of neighborhood meetings,
met with a number of Councils from neighboring communities, and solicited the
opinions of the business community; and
Whereas, a general consensus has emerged from these meetings supporting the construction
of a new large event facility while recognizing that such a facility cannot be
Supported by the property tax alone; and
Whereas, numerous groups and individuals have also expressed support for and an interest in
working w@h the City to explore alternative financing arrangements;
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT:
In accordance with Chapter 9, Article I, Section 9-9 of the Code of the City of Bangor there is
hereby established a Special Committee on the Future of the Bangor Audltorium/Civic Center.
1. Purpose. The purpose of this committee shall be to advise the Bangor City Council
and other interested organizations or groups on a variety of issues related to the
adopted policy goal of the City to construct a new large event facility to replace Ne
current Bangor Auditonum/Civic Center to include but not be limited to: methods
and proposals for financing a new facility; the size and design of such a facility; the
location or options for the location of the facility; and the governance structure or
structures to be used for the facility.
2. Composition. The composition of the committee shall be as follows:
a. One or more members of the Bangor City Council to be appointed by the
Council Chair;

b. A representative of the Bangor Region Chamber of Commerce to be selected
by the Chamber of Commerce;
c. A representative of the Convention and Visitors Bureau to be selected by the
Bureau;
d. A representative of the local hotel/motel industry to be selected by the
Council Chair;
e. A representative of the local restaurant industry to be selected by the Council
Chair;
f. A representative of each of the following communities: Brewer, Orono, Old
Town, Hampden, and Hermon, to be selected by those communities;
g. A representative of Penobscot County to be selected by Penobscot County
and a representative of the Penobscot County budge[ committee to be
selected by Penobscot County;
h. Up to two representatives of organizations or groups considered to be major
users of the current Auditodum/Civic Center, with the groups to be
represented selected by the Council Chair and the representative designated
by the organization;
i. Up to three representatives of the general public to be selected by the
Council Chair. These representatives need not be residents of the City of
Bangor;
J. A representative of the legislative delegation from the Greater Bangor Region
to be selected by the Council Chair;
k. Additional Members may be added to the Committee by vote of the
Committee.
For purposes of the initial meeting, the Council Chair shall designate an Acting Chair
for the Committee. Subsequently, the Committee shall designate its own Chair.
3. Term. The Committee shall remain in existence until January 1, 2002. This tens
may be extended by a vote of a majority of its members for one additional year.
Any additional extension must be authorized by the City Council.
4. Staff Support. Staff support for this Committee shall be provided by the City of
Bangor as designated by the City Manager.
