The present complexity of MSW disposal issues, not only the Parity Deal and it financial
arrangements, but the proposed merger of BHE with Nova Scotia Power and the pending legal
action against the managing partner of PERC, truly requires an MRC Board dedicated to, and
intimately familiar with, municipal affairs and concerns. Member Communities have been very
fortunate indeed to have just such an MRC Board these last several years. It would be an honor to
continue serving on this Board.

landfill closings. I have worked on an advisory committee for the construction of a wasteto-energy
plant in Harford. I have worked in regulating and permitting a paper mill sludge landfill. My
varied experience dealing with solid waste issues make me uniquely qualified for the position.

Please find enclosed the voting ballot for this years election to the Board of Directors.
Biographies for all nine candidates are attached to the ballot.
You will note that in addition to filling three positions, to expire December 31, 2003, there is
one vacancy to fill, with the term ending December 31, 2002. This vaancy, was created by
Mane Baker's retirement hour municipal service and resignation from the Board.
In order to fill the Mese four positions in a fair manner, the three candidates with the highest
umber of sots will fill the three positions, whose terms expire December 31, 2003. The fourth
highest candidate will fill the vacancy.
Ballots must be received in this office by December B, 2000. You have the option of mailing or
