Chatham Street is a very narrow resicenbal street connecting Union and Ohio Streets. Increased parking needs, generally attributable W a Doctor's Office located on Union Street, have created a situation whereby vehicles are pending on both sides of Chatham Street. When this occurs, it is very difficult Por b'affic to use the street and emergency vehicle access is nearly impossible. After two meetings with the Government Operations Committee and with input from Chatham Street residents, neighbors, the doctor's office and Police Department staff, all parties have agreed that prohibiting padding on the entire length of the northedy, side of Chatham Street Is an acceptable and workable solution. Residents, nelghbors and representations of the Doctor's Office are commended for worbng collaboratively W resolve this issue in the best interests of all concerned. Presently, parking is allowed on both sides of Chatham Street. Based upon concems expressed by residents on the street, the Police Department reviewed the situation and recommended that the parking situation be modified for safety reasons. 2. The original recommendation from the Police Department was to prohibit parking on the northerly side of Chatham Street. 3. Residents and the nearby doctors office were notified and invited to attend the Government Operations Committee meeting on October 2n°. Several residents attended, no one from the doctor's office attended. 4. Based upon input from those attending and the Police Department, the Government Operations Committee recommended the following parking changes: A, no parking on the northerly side of Chatham Street; and B. parking prohibited from 8:00 am to 5:00 pm, Monday through Friday on the southerly side of the street; and C. a six-month sunset provision concerning these two changes. S. The Committee also asked that the doctor's office be notified of the proposed parking changes, given the potential Impact upon employees and patients using Chatham Street for parking. 6. Prior t0 the proposed amendments going back to Council for consideration, Doctor Gratwick contacted Councilor Farrington. Dr. Gratwick indicated to Councilor Farrington that he had spoken with the residents on Chatham Street and had reached an agreement which he (Dr. Gratwick) believed would solve some, if not all of the problem. 7. Given this development, it was decided to have this item reappear at the Committee level before proceeding to Council. All interested parties have 02-359 again been invited to attend the October 30 Committee Meeting to determine what course of action; B any, is appropriate or necessary at this time. Based on the input from the affected neighbors, the doctor's office and the Police Department, we will be prepared to draft the appropriate Council action to handle this issue in accordance with the Committee's direction.
