Since 1998, the City has been Investigating the extent of damage caused by the operation of a
manufactured gas plant (MGP) on a portion of the bed of the Penobscot Rnrar. Under a separate order,
the Council has authorized the City to pursue litigation against Citizens Communication Company, the
operator of the MGP, to obtain funds to perform the remedlatlon work. The attached resolve would
appropriate the estimated funding needed for outside legal assistance as well as the completion of the
necessary environmental studies.
