Item/Subject: Authorizing the City Manager to execute an agreement with Houlton to trovitle
painting services for Houlton Airport

Commentary: The Airport received a request from Houlton to respond to a proposal
to provide painting services associated with the runway at Houlton International
Airport. Bangor International Airport has provided such services to five other airports
since fust being contacted by the state of Maine in 1998.
During discussion at the Business and Economic Development committee meeting,
while it was determined that the Airport should fulfill the obligations under the
proposal, it was also indicated that further evaluation was necessary to determine
whether City departments should provide outside services for fees in the future.

Manager's Comments:
In most instances, such requests, to the best of our knowledge, have not previously involved wmp bUw
bid situations in which the private sector was also asked to participate. The BS ED Committee has also
requested that staff review City operations to determine any other situations that might involve formal
bid competition between the City and the private sector with a view toward developing a polity to
govern such activities on the City's part. Staff will do so and return to the Committee in the near future
with a recommendation. Until such time as a policy is adopted, I will administratively cited Mat the City
not participate in any formal bids such as this without prior Council approval n o

WHEREAS, Bangor International Airport received a request from Houton Intemadonal Airport to
provide specific services far painting the runway; and
WHEREAS, Bangor International Airport has the specialized expertise and equipment necessary
to conform to Federal Avladon Administration guidelines and provide such services on a fee for
service Oasis; and
WHEREAS, Bangor International Airport has provided such services as requested by the state of
Maine and various other airports throughout the state since 1998.
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT
The City Manager is hereby authorized to execute an agreement between Houton and the City
of Bangor for the personnel at Bangor International Airport to provide painting services on a fee
for serAce basis.
