This Order will direct the Clerk to publish notice of a public hearing to be held on October 28, 2002 for
the purpose of considering an Order that a proposed amendment M the City Charter be considered by the
voters.
The proposed amendment would change the number of consecutive terms a member of the City Council
could serve from two to three. Because the effective date would not be ureal 2007, It would not benefit
any of the current Councilors.

(TITLE.) ORDER, Public Hearing on Proposed Amendment to Bangor Cut Chance,
Article II, Section 2, City Council—Council Term Limits
BY THE CITY COUNCIL OF THE CITY OF BANGOR. BE IT ORDERED
THAT an amendment to the Bangor City Charter to change the number of consecutive
terms a member of the Bangor City Council may serve should be considered.
THAT the City Clerk is hereby authorized and directed, pursuant to 30-A M.R.S.A.
§2104 to provide for published notice ofa public hearing to be held on Remember 25. 2002 at 7:00
p.m. in the City Council Chambers for the purpose ofconsidering the proposed amendment to
the Bangor City Charter, the text of said proposed amendment and an explanation thereof being
as follows:
ARTICLE II

Sec. 2. Composition, election, tenure ofotHce, etc. [Amended 11-0-1989; 11-6-2001]
There shall be elected at large from the qualified voters in said city a City Council consisting of
nine embers. At the first election under the act there shall be elected nine members ofsaid City
Council. No voter shall vote for more than nine. The three candidates receiving the largest
number of votes at said election shall hold office for three years. the three receiving the next
largest number of votes shall hold office for two years. and the three receiving the next largest
number of votes shall hold office for one year.
Thereafter at each annual municipal election there shall be chosen at large three members of the
City Council to hold office for a term of three years. No voter shall vote for more than three.
Each member of the City Council shall hold office until his successor is elected and qualified.
Members of the Cin' Council shall receive the sum of $400.00 per rear in full compensation,
me payable quarterly. Effective the first day following the regularly scheduled 2004 municipal
election, member of the City Council shall recei.e the sum of $2.000.00 per year, same payable
Toilets. and the Chair of the City Council shal I receive an additional $500.00 per year.
The Cit} Council may by ordinance increase the amount members shall be entitled to receive as
compensation. provided, however, no such ordinance increasing the Council's compensation
shall take effect until approved by'the voters at a public referendum and until three (3) yxars after
the date of adoption by the City Council.
Effective the first day following the regularly scheduled 2007 municipal election. nWo person
may serve as a member of the City Council for more than me (2) three (3) complete consecutive
terms. No member of the City Council shall, during the term for which he or she shall have been
elected and for one year thereafter, be appointed to any other nonelected office of profit or
employment position of the City.
Explanation: The proposed amendment to Article 11, Section 2, of the City Charter would change
the term limits curtently imposed upon members of the Bangor City Council form two
commutive full terms to three consecutive full umrs." It w81 not be effective mil after the
regularly scheduled 2007 municipal election. City Councilors currently serving will not benefit
from the cbange. Deletions to the existing Charter provisions are struck thro r. Additions are
underlined.

p.m. in the City Council Chambers for the purpose of considering the proposed amendment in
the Bangor City Chaser, the text of said proposed amendment and an explantation thereof being
as follows:
ARTICLE II
